The Opportunity We're excited to add a Licensing & Permitting Project Manager to our growing project development team! You'll manage the on-time and on-budget performance of regulatory, licensing, and permitting workstreams supporting the development of advanced nuclear energy projects, including Small Modular Reactors (SMRs). We're looking for an experienced project manager who knows how to drive complex, multi-disciplinary regulatory programs forward. You're comfortable coordinating across technical teams, subject matter experts, and external contractors/consultants — and you know how to keep licensing and permitting milestones on track in a highly regulated, first-of-a-kind environment. You understand that in an owner's representative role, schedule discipline and licensing basis protection are equally your responsibility. You'll work closely with reactor technology vendors, engineering partners, regulatory advisors, and internal development teams to advance projects through key regulatory milestones. You'll own the licensing and permitting workstreams within a larger integrated project schedule, manage critical path sequencing across technically interdependent regulatory tasks, oversee contractor deliverable quality against applicable licensing and permitting standards, and ensure licensing and permitting progress stays coordinated with the broader project — all in a first-of-a-kind environment where the playbook is still being written.

Job Requirements

  • What You’ll Do!
  • Nuclear Licensing Management
  • Manage workstreams supporting NRC licensing processes, including Early Site Permits (ESP), Combined Licenses (COL), Construction Permits (CP), and Operating Licenses (OL), and other NRC approvals including license amendments, exemptions, and regulatory commitments management.
  • Manage environmental review processes, including NEPA-related studies, documentation, environmental reports, and site characterization studies.
  • Oversee preparation and submission of licensing documentation, regulatory filings, and responses to NRC Requests for Additional Information (RAIs), working closely with licensing and permitting SMEs; escalate when contractor work product or scope decisions could affect the licensing basis.
  • Maintain integrated schedules for regulatory milestones and track progress against licensing workstream timelines.
  • Non-Nuclear Permitting & Approvals
  • Manage workstreams supporting non-nuclear permitting and regulatory approvals, including water withdrawal and discharge, stormwater, wetlands, air, and construction-related permits.
  • Oversee consultants conducting environmental and technical studies, including wetlands delineations, cultural resource assessments, air quality modeling, water use analyses, and ecological surveys.
  • Manage engagement with, federal agencies, state environmental agencies, local jurisdictions, and other regulatory bodies, tracking permitting schedules to ensure alignment with overall project timelines.
  • Consultant & Vendor Scope Management
  • Manage scopes of work for nuclear licensing consultants, environmental firms, engineering teams, reactor vendors, and technical advisors, including preparation and administration of agreements and task authorizations.
  • Manage timely review and acceptance of consultant deliverables, ensuring contractors perform to approved schedule and cost baselines and that invoices comply with Elementl's earned value management reporting requirements.
  • Project Planning & Budget Oversight
  • Develop and maintain integrated schedules for licensing, permitting, and regulatory activities.
  • Track budgets, forecast expenditures, and review consultant invoices.
  • Working with project earned value analysts and planners, develop and report performance metrics and take action to address and recover unacceptable performance.
  • Risk Management
  • Identify, track, and maintain risk registers for licensing and regulatory risks that may impact project schedule or feasibility.
  • Develop mitigation strategies for regulatory, environmental, and permitting risks in collaboration with workstream SMEs.
  • What We're Looking For & Who You Are!
  • You hold a Bachelor's degree in engineering, nuclear science, or a related technical discipline.
  • You bring 7+ years of experience managing complex infrastructure or power plant delivery projects, including nuclear regulatory or non-nuclear permitting workstreams.
  • You have hands-on experience with:
  • NRC new plant licensing processes, including ESP, COL, or CP/OL
  • Environmental review processes, including NEPA or equivalent
  • Non-nuclear permitting across federal, state, and local agencies
  • Consultant and contract management, including scope, schedule, cost, and earned value reporting
  • Risk identification, mitigation planning, and risk register management
  • Nuclear QA program requirements, including familiarity with 10 CFR 50 Appendix B and NQA-1 expectations for licensing work product
  • You're organized, detail-oriented, and calm under pressure and able to manage multiple workstreams simultaneously without losing sight of the critical path.
  • You lead teams effectively and communicate clearly with senior leadership, technical experts, regulators, and external partners.
  • It Would Be Great If
  • You have experience working with nuclear reactor vendors, nuclear project developers, or contractors providing nuclear licensing or permitting services.
  • You're familiar with advanced reactor technologies, including SMRs.
  • You hold a PMP certification or equivalent project management credential.
