Role Description Responsible for technical engineering and construction analyses of performance, payment and surety bond disputes and claims. These functions include analyses, oversight responsibility and resolution. Leads teams of consultants, contractors and others in management and coordination of resolution of claims. - Responsible for technical and construction analyses of performance, payment and surety bond disputes and claims. - Evaluates the Surety's loss exposures on bond defaults, including: - Site inspections of projects - Evaluation of contract plans and specifications - Construction schedules - Expert reports - Preparation of cost-to-complete analysis - Manage consultants' investigation, analyses and preparation of reports, as needed. - Provides recommendations as to choice of remedies (default, cure, takeover or relet) and participates in establishing loss and expense reserves. - Assists with the management of tenders, takeovers, and project completion by consultants and/or completion contractors. - As needed, assist Counsel with engineering and construction management issues which may include: - Pre-trial preparation - Mediation - Arbitration - Alternative dispute resolution - Acts as a resource to the surety claims team and in coordination with counsel in resolution of performance, payment and bond disputes and defaults, including: - Monitoring workflows - Quality and quantity of work - Utilizing management reports - Surveying claim files - Communicating with customers - Identifying problems and ensuring implementation of corrective action - As needed, visits contractors to evaluate internal controls, job cost systems and reporting capabilities, including: - Reviewing contracts - Schedules - Estimates - Job cost reports - Cost-to-complete schedules - Interviewing key personnel - Preparing written reports outlining key deficiencies with suggestions for improvement - Review project bid-spreads when significant variance is identified, including: - Securing estimating and bid documentation - Contract/RFPs (including drawings and specifications) - Interview of estimator - Provide pre-bid technical analysis when the prospective project has unusual and/or atypical elements within the bonded scope of work. - Together with Surety Counsel and Sr Surety Claims Specialists, supports corporate internal audit program to ensure accuracy and adherence to corporate policy and accounting procedures. Qualifications - BA/BS Degree in engineering or related field. - Minimum of 5 years of construction management experience required. - 5-7 years of proven surety claims management experience preferred. - Proven analytical ability to evaluate and judge claim files. - Ability to simplify complex analyses and information into clear written or spoken instructions. - Experience evaluating construction disputes and legal processes. - Effective communication and interpersonal skills required in dealing with claimants, outside counsel, consultants and members of senior management. - Must be willing to travel and manage workload efficiently and professionally. • Design hardware and software-based electrical protection schemes for microgrid generation assets including batteries, wind, PV, reciprocating engines, and turbines across grid-connected, islanded, abnormal, and contingency operating modes • Perform or oversee protection coordination studies and develop relay settings that ensure selectivity, reliability, and system safety • Partner with electrical design, power systems, and controls teams to understand system behavior, communication limitations, and control responses that influence protection design • Ensure protection interactions are well understood, properly coordinated, and integrated with supervisory controls and SCADA systems • Review supplier documentation for transformers, switchgear, BESS, wind turbines, PV, reciprocating engines, and turbines to understand damage thresholds, risks, and operating limits • Define appropriate protection functions, logic, and setpoints based on equipment characteristics and system requirements • Develop clear documentation and configuration packages including relay settings, logic diagrams, and interface specifications with version control and traceability • Support site testing and commissioning activities, including end-to-end functional testing and relay verification using test equipment • Assist with post-event root-cause analysis by reviewing relay oscillography and event logs to improve system safety and reliability
