Risk and Contract Administrator

• Review, negotiate, and maintain contract terms, including Master and Blanket Agreements. • Collaborate with Sales, PMO, Legal, Finance, and Operations on contract matters. • Advise internal partners on contractual obligations and risk mitigation. • Maintain contract databases and prepare regular status reports. • Support customer communication on contract terms and flow‑down requirements. • Provide guidance on contractual risks during project execution. • Lead risk reviews, FRAME Agreements, and waiver processes. • Ensure all parties fulfill contractual obligations and support contract closeout efforts.

Job Requirements

  • Bachelor’s, associate’s degree, or certificate in Business Administration, Law, or related field.
  • Minimum 5 years of experience in contract management.
  • Experience handling contract portfolios in the technology or construction sector.
  • Strong organizational, communication, and negotiation skills.
  • Proficiency with Office 365, SharePoint, Teams, and digital approval tools like DocuSign or Adobe Sign.
  • Demonstrated ability to build productive, customer‑focused relationships.

Role Description We are excited to announce an opportunity to join our team as a Senior Planning Specialist, serving as a Loan Underwriter/Project Manager for our Multifamily Housing Programs. The Department of Housing and Community Affairs (DHCA) is dedicated to managing the County’s investments in the production and preservation of affordable housing. This position analyzes requests from affordable housing developers for County investment and serves as a point of contact regarding specific program policies and procedures. Responsibilities include: - Managing all aspects of a project from inception to closing. - Developing investment structures and negotiating financing plans/loans. - Preparing financial analyses of complex real estate transactions. - Negotiating loan terms with public and private lenders. - Assisting and guiding the County Attorney's Office with document preparation and review. - Working with the Department's Division of Finance and Administration on project financing and compliance issues. - Establishing good working relationships with financial partners. - Making regular presentations to the Housing Loan Review Committee. - Making public presentations to diverse audiences regarding the County's affordable housing investment.
