Major duties and responsibilities include but are not limited to: • Manage and direct the ISD Web Online Transaction Processing Applications Systems. • Develop and mentor staff assigned to the department including establishing training plans and career paths. • Ensure that all work in the department is performed according to policy and procedures. • Prepare management and status reports. • Attending various meetings, classes, seminars, and demonstrations. • Participate in the hiring process for the department. • Establish Information Services Division Policy and Procedures. • Establish Operational/Strategic planning for the department. Knowledge, Skills & Abilities (KSAs): Knowledge: • Strategic planning in order to develop goals/objectives for the department • Management principles in order to mentor and lead staff toward the successful completion of assignments • Computer science in order to determine the best application of resources for automated systems development • Federal regulations in order to maximize the federal match on state spending • Principles of AMS in order to apply continuous process improvement to department policies, processes and procedures • Project management in order to effectively manage projects and resources • Current technologies in order to perform accurate technology assessments for projects and strategic planning Skills: • Written and verbal communications skills to allow effective communication with upper management, peers, subordinates, clients, and customers • Self-motivated, goal oriented, well organized, and performs effectively under pressure • Good listening skills, good training techniques Abilities: • Establish and maintain effective policies and procedures regarding the operation of the department • Plan based on the goals and objectives of the department • Manage the department effectively • Analyze and resolve a wide variety of problems • Work in a fast paced, quickly changing environment, and culturally diverse setting • Apply the principles of AMS and SDLC to make improvement in the department Qualifications: Minimum: • Bachelor’s degree plus 3 or more years of experience in related discipline (or equivalent experience). Preferred: • A combination of formal training and a basic aptitude for the discipline, i.e., principles of communication and problem solving. 5 years of work experience in a Systems Project Lead or Management position.
