ICF is seeking an experienced Product Manager to lead product vision and delivery in support of mission-critical systems serving USFS, USDA, DOI, and BLM stakeholders. This role sits at the intersection of wildfire, land management, and geospatial technology, ensuring Agile teams deliver high-value, cloud-based (primarily Azure) capabilities that directly support operational users. The ideal candidate thrives in complex Federal environments, represents mission stakeholders with credibility, and translates strategic objectives into clear, actionable backlog priorities that drive measurable outcomes. Job Location: This position requires that the job be performed in the United States. Preference with candidates with live in the Washington DC Metro area. If you accept this position, you should note that ICF does monitor employee work locations and blocks access from foreign locations/foreign IP addresses and also prohibits personal VPN connections. - You may be asked to travel once a quarter to an office. - Our core work hours are 10am - 4pm Eastern Time with the option to start earlier or work later depending on your time zone. What You Will Do: - Own and communicate the product vision, strategy, and roadmap aligned to Federal land management mission priorities. - Serve as the primary liaison to Government leadership and operational users, translating mission needs into actionable backlog priorities while ensuring delivery transparency and expectation alignment. - Create, refine, and prioritize epics, features, and user stories with clear acceptance criteria and measurable outcomes. - Collaborate within Agile delivery teams (SAFe or similar), supporting sprint planning, backlog refinement, and release planning activities. - Facilitate tradeoff decisions across scope, schedule, and quality to ensure delivery of the highest-value capabilities in each increment. - Partner with architects and engineers to ensure solutions align with secure, cloud-based (primarily Azure) architectures and Federal compliance requirements. - Define and track product success metrics, user adoption indicators, and mission impact measures. - Lead user acceptance testing (UAT), stakeholder demos, and structured feedback loops to continuously improve product performance and usability. What You Will Bring With You: - Bachelor’s degree in Business, Information Systems, Public Administration, Computer Science, or related field. - 7+ years of experience in product management, product ownership, or business analysis, including at least 3 years serving as a Product Owner on Agile delivery teams. - Ability to obtain and maintain a Public Trust clearance; must reside in and be authorized to work in the United States. - At least one of the following certifications: SAFe Agilist (SA), Certified Scrum Product Owner (CSPO), PMP, or similar Agile/product management certification. What We Would Like You To Bring With You: - Master’s degree in Business, Public Administration, Information Systems, Environmental Science, or related field. - Experience supporting Federal land management agencies (e.g., USFS, DOI, BLM, USDA) or similar mission-focused organizations. - Experience delivering products within Azure cloud environments; AWS familiarity a plus. - Familiarity with geospatial systems, wildfire decision-support tools, environmental data platforms, or land management workflows. - Demonstrated ability to define product performance metrics and engage executive stakeholders to drive cross-organizational alignment in Federal programs. - Demonstrated experience supporting Federal agencies and translating mission or operational requirements into prioritized product backlogs. - Experience serving as a Product Owner within Agile delivery frameworks (e.g., SAFe or Scrum), preferably supporting cloud-based solutions (Azure preferred; AWS familiarity a plus).
