Role Description Constellation, Inc. is seeking a highly experienced Program Manager (PM) to join our Homeland Security Team to support Financial Systems Modernization for U.S. Citizenship and Immigration Services (USCIS). The PM will provide executive-level leadership and strategic oversight of PMO operations supporting the modernization of USCIS financial systems. This includes: - Governance - Portfolio management - Financial controls - Systems integration coordination - Compliance support - Risk management - Stakeholder engagement - Performance reporting The Program Manager will serve as the primary interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), Chief Financial Officer (CFO) Directorate, Office of Information Technology (OIT), and other USCIS stakeholders, ensuring all contractual and programmatic objectives are achieved on time, within scope, and within budget. Key Responsibilities - Serve as the primary point of contact for USCIS leadership, CO, and COR on all contract matters. - Provide leadership and oversight of PMO support personnel across functional areas including financial management, governance, reporting, risk management, and systems modernization. - Lead program management activities supporting Financial Systems Modernization (FSM) initiatives, including ERP implementation, system enhancements, integrations, and financial reporting modernization. - Develop and maintain Program Management Plans, Integrated Master Schedules (IMS), Work Breakdown Structures (WBS), and Performance Management Baselines. - Establish and maintain governance frameworks supporting executive decision-making, investment review boards, and program control processes. - Oversee development of executive dashboards, monthly status reports, briefing materials, and performance metrics aligned with DHS and USCIS reporting requirements. - Manage financial oversight activities including budget tracking, cost controls, Earned Value Management (EVM) support (if applicable), and reconciliation reporting. - Ensure compliance with DHS financial management policies, federal internal control standards (e.g., GAO Green Book), OMB guidance, and applicable federal acquisition regulations. - Coordinate cross-functional integration between business, finance, acquisition, and IT stakeholders. - Identify, assess, and mitigate program risks; maintain risk registers and issue logs with actionable mitigation strategies. - Support audit readiness activities, financial statement support, and remediation of audit findings (e.g., FISMA, A-123, or financial audits). - Oversee quality assurance processes and ensure deliverables meet contractual standards and USCIS expectations. - Manage staffing, performance, workload distribution, and professional development of PMO personnel. - Support transition planning and knowledge transfer activities, as required. Job Requirements

  • At least 8 years of experience in program or portfolio management supporting federal financial systems or enterprise modernization initiatives.
  • Demonstrated experience supporting DHS/USCIS.
  • Proven experience leading PMO operations in large-scale ERP or financial systems modernization programs (e.g., Oracle, SAP, Momentum, or similar platforms).
  • Experience with federal financial management processes, including budget formulation, execution, financial reporting, and audit support.
