Role Description ICF is seeking an experienced and dynamic early childhood professional to serve as the Integrated Services Team Coordinator (ISTC) for the National Center on Head Start Early Learning, Health, and Family Engagement (ELHFE). In this role, the ISTC serves as the vital connector between the Office of Head Start’s geo-regions and the National Center—aligning services, championing geo-regional priorities, and ensuring that every initiative is seamlessly coordinated across National Centers to advance OHS objectives. The ideal candidate for the Integrated Services Team Coordinator role is passionate about early childhood education, has Head Start specific experience, thrives in collaborative settings, and is committed to advancing national policy and practice. The ISTC fosters strong relationships with Geo-Regional Office Leadership, CORs, TTACs, and leadership in the OHS Central Office. - Understand regional priorities and challenges - Coordinate capacity-building efforts - Provide targeted TTA - Support data-driven TTA plans - Integrate National Center content into geo-regional professional development This position is home-based and requires up to 50% travel for partner meetings, conferences, and related events. Key Responsibilities - Foster regional partnership: Act as the IST liaison for assigned OHS geographical regions by building and maintaining strong collaborative relationships with Geo-Regional Office Leadership, Contracting Officer’s Representatives, and TTA Coordinators. - Assess geo-regional landscape: Maintain a comprehensive understanding of each region’s priorities, recipient needs, program structures, workforce strengths, and unique contextual challenges. - Enhance geo-regional capacity: Deliver targeted TTA to geo-regional staff to strengthen their knowledge and skills across content areas represented by the National Center and the broader national TTA system. - Facilitate data-driven TTA planning: Support Geo-Regional Offices in creating yearlong, data-driven TTA plans that emphasize recipient needs and prioritize workforce development goals. - Integrate National Center content: Participate in and support the region’s Annual Training Plan planning process to embed National Center resources and ensure alignment with identified regional priorities. - Coordinate cross-center professional development: Serve as the primary contact for RO Leadership, CORs, and TTACs to organize cross-center PD events, technical briefs, and presentations. - Promote resource awareness and collaboration: Ensure ELHFE staff are informed about new or updated resources from other National Centers and facilitate cross-center collaboration to prevent duplication and advance alignment. - Align multi-center events: Coordinate PD events and multi-center convenings to ensure they reflect geo-regional priorities and are consistent with the plan. - Support ongoing IST evaluation: Participate in the development and implementation of IST evaluations, analyze trends, and recommend course corrections as needed. - Drive continuous improvement: Use regional data, participant feedback, and OHS monitoring trends to inform rapid-cycle improvements for IST efforts. - Streamline information flow: Serve as an information conduit between geo-regions and National Centers, ensuring that geo-regional needs, priorities, and requests are communicated and addressed clearly. - Maintain cross-center expertise: Sustain a strong working knowledge of National Center content, resources, initiatives, and current projects to support seamless cross-center integration. - Support leadership alignment: Enable timely communication within the ELHFE leadership team for responsiveness and coordination. Qualifications - Bachelor’s degree in early childhood education, special education, public health, behavioral health, social work, family studies, or a related field. - 8+ years of experience delivering or managing professional development or technical assistance within early learning systems or Head Start programs. - 5 years of knowledge of Head Start Program Performance Standards, the Head Start Early Learning Outcomes Framework (ELOF), the Parent, Family, and Community Engagement (PFCE) Framework, and comprehensive health services. - Advanced proficiency with Microsoft Office Suite, virtual meeting platforms, and project management tools such as Smartsheet is essential. This role requires the use of structured assessments along with critical thinking skills to determine appropriate interventions such as care coordination, health education, connection to community resources, full utilization of benefits and advocacy. This role requires effective and professional communication with providers, community resources, and other members of the interdisciplinary team to address member needs. The Support SSs daily job duties include making outbound call attempts to members with social determinants of health (SDOH) needs to assess and assist with coordinating care with available plan benefits and/or appropriate community resources in a telephonic, call center, work from home environment.
