Description Title: ETL Data Migration Validation Engineer (IV&V) Location: Remote Terms: Full-time Clearance: Ability to obtain a Public Trust Travel: 0% Project Description FEMA’s Grants Management Modernization (GMM) initiative is a large-scale effort to consolidate and modernize multiple legacy grant systems into a unified enterprise platform. This includes the migration of active financial and grant transaction systems with high data volumes and complex business rules. The IV&V team operates independently from development teams and is responsible for validating the accuracy, completeness, and integrity of data migrated from legacy environments into the modernized platform. This role is primarily focused on data migration validation and reconciliation. It is not a UI-focused or manual regression testing position. Position Description The ETL Data Migration Validation Engineer will be responsible for independently validating large-scale data migrations across platforms (e.g., Oracle, PostgreSQL, CSV-based sources) involving high-volume datasets (100K–250K+ records). This role requires strong, hands-on SQL expertise and the ability to work directly from mapping documentation—often without direct access to the source database. The ideal candidate must be comfortable designing reconciliation strategies, performing set-based comparisons, validating composite keys, and identifying discrepancies across systems. Approximately 70–80% of this role is dedicated to data migration validation and reconciliation. Responsibilities: - Data Migration Validation & Reconciliation - Independently validate data migrated from legacy systems to the GMM platform using complex SQL queries. - Perform set-based comparisons (e.g., EXCEPT/MINUS logic, full outer joins) to identify missing, extra, or mismatched records. - Reconcile high-volume datasets (100K+ records) across source and target environments. - Validate composite key integrity and multi-table joins based on mapping documentation. - Detect and resolve data multiplication caused by improper join logic. - Validate incremental loads versus full data loads. - Identify and analyze discrepancies related to null handling, outer joins, and transformation logic. - Validate cross-platform migrations (e.g., Oracle to PostgreSQL, CSV to database). - Perform validation when direct source database access is unavailable, leveraging staged data, flat files, and documentation. Schema & Data Integrity Validation - Validate schema alignment, data types, constraints, and field-level transformations. - Identify truncated values, formatting discrepancies, whitespace anomalies, and encoding issues. - Support checksum/hash total validation techniques where applicable. - Reverse engineer transformation logic when documentation is incomplete. Independent IV&V Execution - Operate independently from development teams to provide objective validation findings. - Document defects and reconciliation findings clearly and concisely. - Participate in Agile ceremonies to align validation efforts with migration releases. - Provide risk-based recommendations to federal stakeholders regarding data accuracy and integrity. Requirements - U.S. Citizen eligible to obtain and maintain a Public Trust clearance. - 5+ years of hands-on SQL experience, including complex joins, subqueries, aggregates, and set-based comparisons. - Demonstrated experience validating large-scale data migrations (100K+ records). - Direct experience performing source-to-target data reconciliation. - Experience working from mapping documents to validate field-level transformations. - Experience validating composite keys and multi-table relationships. - Experience identifying null-related discrepancies in outer joins. - Experience validating cross-platform migrations (e.g., Oracle, PostgreSQL, SQL Server, CSV). Desired - Experience supporting federal modernization programs. - Experience validating financial or grant-based transactional systems. - Familiarity with ETL processes and data staging environments. - Experience working in an Independent Verification & Validation (IV&V) capacity. - Exposure to hash/checksum validation techniques. - Familiarity with Agile methodologies. #DICE #LI ___________________________________________________________________________________________________________ Here at Harmonia we are pleased to have been repeatedly recognized for our outstanding work culture, the innovative work we do, and the employees on our team who make a difference each day.
