Role Description The Contracts and Procurement Specialist is responsible for the full lifecycle of contracts and subcontracts primarily supporting government facility management and construction programs, with the ability to support commercial lines of business as business needs warrant. This position could be based from our Baltimore, MD or Chadds Ford, PA location or based Remotely. The Contracts Specialist serves as a strategic advisor to program leadership, providing risk assessment, regulatory interpretation, and procurement strategy to ensure compliant and cost-effective subcontract execution. - Draft, review, negotiate, and administer subcontracts, teaming agreements, NDAs, MSAs (Master Service Agreements), task orders, and purchase orders. - Support proposal efforts by analyzing solicitations, identifying qualified subcontractors, and ensuring appropriate wage determinations and regulatory flow downs. - Conduct competitive procurements, evaluate bids, perform cost/price analysis, and prepare sole source justifications. - Interpret and apply government contract and procurement regulations and ensure proper clause flow-down and file documentation. - Source, qualify, and maintain a database of subcontractors for facility management and construction services, i.e. electrical, HVAC, plumbing, landscaping, janitorial, fire/life/safety. - Maintain current subcontractor documentation, including representations and certifications, insurance, licensing, and compliance records. - Develop and maintain a subcontractor performance evaluation program; monitor performance related to cost, schedule, quality, safety, and compliance. - Process contract modifications and change orders; assist in resolving performance issues, invoice discrepancies, and disputes. - Develop and analyze subcontract performance metrics to drive accountability, mitigate risk, and improve subcontractor performance outcomes. - Provide guidance to program managers and internal stakeholders on procurement strategy, contractual risk, and regulatory requirements. - Support both government and commercial contract activities as required by business operations. - Assist to develop and execute best practices for government contracting programs including certified procurement systems. - Serve as subject matter expert for program managers when evaluating subcontract options, terms, and conditions.
