Keep reading.  The Role  This is a dual-capacity position: you will provide both project management leadership and business analysis expertise to support large-scale Washington State ERP initiatives. This is not two half-roles stitched together. It’s a senior-level position for a seasoned professional who can seamlessly shift between driving project delivery and performing rigorous business analysis within the same engagement, often in the same week.  The right candidate brings deep public sector experience, hands-on ERP implementation knowledge, and direct Workday expertise. On the PM side, you bring genuine planning rigor: resource-loaded schedules, dependency mapping, and the discipline to keep plans current and actionable, not decorative artifacts that gather dust. On the BA side, you go beyond documenting requirements to identify gaps and risks the client hasn’t recognized, and you translate complex operational realities into clear, actionable specifications that technical teams can actually build from.  You are an AI-enabled consultant. You use AI tools daily to work faster and smarter, whether that’s rapidly synthesizing meeting notes and interview data into requirements artifacts, using AI to identify patterns and risks in project data, building executive-ready deliverables in a fraction of the time, or automating the repetitive analytical work that bogs down traditional consultants. You don’t see AI as separate from your PM and BA practice. It’s woven into how you operate, and it’s one of the reasons you deliver at a level your peers can’t match.  You operate with an ownership mentality. You drive work forward, take responsibility for outcomes beyond your immediate scope, and build clarity when things are ambiguous or off-track, without waiting for direction. You’re comfortable delivering hard truths to executive stakeholders with data and a solution already in hand. What You’ll Do  Project Management & Delivery Leadership  - Lead end-to-end project management for complex, multi-workstream engagements including scope, schedule, budget, risk, and issue management  - Develop, maintain, and execute detailed MS Project plans with dependencies, resource loading, and elaborated tasks; apply hybrid Agile/Waterfall approaches appropriate to the engagement context  - Drive clarity and alignment when project conditions are ambiguous, off-track, or politically complex, including developing recovery plans and realignment strategies when things go sideways  - Facilitate project status reporting, executive briefings, and governance checkpoints  - Deliver status updates and executive reporting in visually compelling formats that tell the right story for the right audience, not just data dumps  - Identify and proactively manage project risks and dependencies across interconnected workstreams  Business Analysis & Requirements  - Elicit, document, and validate business and functional requirements through structured interviews, workshops, and process observation  - Develop and maintain business process flow diagrams, gap analyses, use cases, and other analytical artifacts that drive clarity, not just check boxes  - Assess current state and future state business processes to identify impacts, risks, and opportunities associated with system and operational changes  - Translate complex business requirements into clear, actionable specifications for technical teams and system integrators, specifications they can actually build from without three rounds of clarification  - Support configuration, testing, and validation activities related to ERP/Workday implementation workstreams, including UAT planning and execution  AI-Enabled Delivery  - Use AI tools to rapidly synthesize meeting notes, interview transcripts, and workshop outputs into structured requirements documents, gap analyses, and decision frameworks, compressing days of manual synthesis into hours  - Use AI for project data analysis: identifying risk patterns across workstreams, surfacing schedule dependencies, forecasting resource conflicts, and generating early-warning indicators that inform proactive decision-making  - Use AI to accelerate the creation of executive-ready deliverables: status reports, briefing decks, business cases, and analytical artifacts, at a quality and speed that traditional approaches can’t match  - Use AI as an analytical partner to pressure-test requirements, validate business process logic, identify specification gaps, and stress-test assumptions before they reach technical teams  - Continuously evaluate and adopt emerging AI tools and techniques that improve PM and BA delivery, and share innovations with the Liberum team to raise the collective capability  Stakeholder & Relationship Management  - Manage relationships with executive sponsors, steering committees, and cross-functional stakeholders across state agency environments  - Engage and build foundational relationships with customers, project sponsors, vendors, and external stakeholders  - Coordinate across vendor, state agency, and internal Liberum team members to ensure integrated delivery  - Proactively communicate project progress, risks, and value delivered to client stakeholders, ensuring visibility into team contributions throughout the engagement  Team & Client Development  - Coach and mentor client-side staff to build internal PM and BA capability where applicable  - Collaborate with OCM, training, and communications teams to ensure PM and BA outputs support adoption and readiness activities  - Identify opportunities to create additional client value throughout the engagement lifecycle, not just fulfill the SOW, but actively look for ways to make the client better

Job Requirements

  • 5+ years of combined experience in project management and business analysis roles, with demonstrated senior-level performance in both functions, not just titles but outcomes you can walk us through
  • Direct experience supporting or delivering at least one major ERP implementation (Workday, SAP, Oracle, PeopleSoft, or equivalent)
  • Workday experience: functional knowledge of one or more Workday modules (HCM, Finance, Payroll, etc.) preferred, with hands-on configuration or testing experience ideal
  • Demonstrated ability to manage complex, multi-stakeholder projects in highly regulated or politically sensitive environments, where the org chart doesn’t tell you who actually makes decisions
  • Experience facilitating executive-level stakeholder engagement, including steering committees and sponsor briefings
  • Proficiency in developing business process documentation, requirements artifacts, and gap analysis deliverables that drive action, not shelf-ware
  • Experience conducting business interviews and leading client workshops at both operational and leadership levels
  • Active, daily use of AI tools (e.g., ChatGPT, Claude, Copilot, or equivalent) integrated into your PM and BA workflow, not occasional experimentation, but a fundamental part of how you work. You should be able to demonstrate specific examples of how AI has changed your delivery speed, quality, or analytical depth.
