Role Description The Proposal Specialist will lead the development, writing, editing, and overseeing of compelling proposal submissions aimed at driving YA's growth. Role & Responsibilities: Benefit‑Cost Analysis & Technical Review - Conduct Benefit‑Cost Analyses using FEMA’s BCA Toolkit (v6.0 or earlier). - Perform technical reviews to assess eligibility, feasibility, and cost‑effectiveness of hazard mitigation applications. - Review hazard data, engineering studies, documentation, and benefit assumptions. Mitigation Project & Grant Support - Oversee the lifecycle of mitigation projects from pre‑award review through final closeout, collaborating with counties, cities, state agencies, and additional stakeholders. - Draft project agreements; review and incorporate modifications until final execution. - Submit completed mitigation project applications to FEMA for funding. - Monitor active projects, track deliverables, review quality reports, process payments, and ensure compliance with program regulations. - Track and monitor project budgets and communicate financial status to clients and project management. - Assist clients with performance management of FEMA funds by assessing portfolio progress, identifying issues, and recommending corrective actions. - Oversee project inspections and closeout activities in accordance with executed agreements. - Maintain fluency in FEMA HMA guidance and other federal funding regulations, including ARPA, SLFRF, and IIJA. Data Analysis & Reporting - Collect, organize, and summarize financial and grant‑related data to support BCA development. - Prepare technical memos, summaries, recommendations, and application support materials. - Support federal and client‑specific reporting requirements. Collaboration & Stakeholder Engagement - Work collaboratively with engineers, planners, GIS analysts, state mitigation partners, and FEMA regional staff. - Communicate technical concepts clearly to both technical and non‑technical audiences. - Build strong, trusted relationships with clients, sub‑recipients, and internal teams. - Partner with Business Development to develop technical content for proposals, pitch decks, and capability statements. - Participate occasionally in meetings, presentations, or industry events to support client engagement. - Provide subject‑matter expertise during early‑stage capture or pre‑solicitation discussions when requested. Qualifications: - Bachelor's degree in emergency management, homeland security, engineering, environmental science, accounting or related field. - 10+ years of professional work experience. - 5+ years’ experience performing benefit cost analysis using the FEMA BCA Toolkit. - Extensive experience using FEMA-approved benefit-cost analysis methodologies for Hazard Mitigation Assistance (HMA) grant applications. - Proficiency with Microsoft Office (Word, Excel, Outlook), and Adobe. - Excellent written and verbal communication skills for developing reports and providing technical guidance.

Role Description The Senior Forensic Traffic Engineer provides expert-level traffic engineering and forensic consulting related to roadway design, traffic operations, and traffic safety. This role evaluates highways, streets, and intersections—including traffic signals, signs, and traffic control devices—to determine compliance with engineering standards and to identify contributing factors in vehicle, pedestrian, and bicycle accidents. The position supports forensic investigations, litigation consulting, and expert witness services and works directly with clients, attorneys, and public agencies. - Review and analyze roadway and traffic design plans for highways, streets, and intersections. - Analyze as-built drawings, construction plans, and traffic control plans for compliance with contracts and engineering standards. - Research and evaluate traffic conditions using traffic counts, speed studies, accident history data, and roadway characteristics. - Determine safe and efficient traffic volumes based on roadway geometry and operating conditions. - Assess sight distance, roadway alignment, pavement conditions, hazards, and work zone traffic control. - Analyze traffic signal timing, phasing, maintenance, and intersection layout for operational performance and safety impacts. - Determine whether roadway features or traffic control elements contributed to vehicle, pedestrian, or bicycle accidents. - Review existing and proposed roadway signs, markings, and traffic control devices for compliance with standards. - Apply DOT standards, MUTCD guidelines, Engineering Policy Guides, and local design criteria in all analyses. - Prepare clear technical reports and engineering opinions for forensic and litigation purposes. - Serve as a consulting and testifying expert witness, including depositions and trial testimony. - Manage multiple projects, meet budgets and schedules, and support client relationships. - Provide technical guidance to junior engineers as needed. - Support business growth through ongoing client engagement and repeat work.
