Environmental and Social Impact Assessment Specialist – South and Southeast Asia

Environmental and Social Impact Assessment Specialist – Oil and Gas Consultant

• The IC will support the environmental and social assessment of DFC projects, with a planned (but not exclusive) focus on extractive sectors including oil and gas and critical minerals/metals mining and processing. • The IC will assess environmental and social risks and performance against DFC’s environmental and social requirements as identified in DFC’s Environmental and Social Policy and Procedures (ESPP, April 2024); the International Finance Corporation (IFC) Performance Standards (January 2012); applicable local, national and international environmental and social legislation including environmental and social permits; international laws including conventions and treaties adopted by the host country and applicable to the project (e.g., ILO Fundamental Conventions); applicable World Bank Group EHS Guidelines and other relevant sector specific IFC guidance documents. • Review the adequacy of environmental and social documentation for each project, considering the local context and stage of the project. • The review may require the IC to make recommendations to ODP on the eligibility of projects for DFC support, in line with DFC policies. • Monitor the actual environmental, social and health and safety impacts of previously approved DFC projects through analysis of client and third-party monitoring reports and through site visits.

• The Environmental & Social (E&S) Specialist – Latin America Consultant supports a U.S. Government organization in evaluating environmental and social risks across development finance projects in Latin America. • The consultant serves as a regional specialist responsible for conducting project assessments, supporting compliance, and monitoring environmental and social performance across a diverse portfolio. • Task 1. Environmental and Social Project Assessment and Monitoring • The IC will be focused on the environmental and social assessment and monitoring of DFC Latin America projects, and may support projects in other geographies as needed and allowed by workload. • The IC will coordinate across the E&S Divisions to ensure consistency of the assessment of environmental and social performance of DFC projects. • The IC will assess environmental and social risks and performance against various assessment frameworks. • Review the adequacy of environmental and social documentation for projects. • Prepare a gap analysis, draft approval memo and a draft action plan.

• Support environmental and social risk assessments for projects in Sub-Saharan Africa • Evaluate environmental and social impacts and compliance processes • Monitor project performance and ensure investment compliance with standards • Review the adequacy of environmental and social documentation • Prepare gap analysis and action plans for compliance • Provide guidance on environmental and social requirements to clients • Conduct site visits for environmental and social due diligence
• Provide current strategic insight into the evolving needs and priorities, structure, and decision-making processes within the Department of State’s Bureau of Disaster and Humanitarian Response. • Advise Dexis leadership on strategies for market positioning and client engagement specific to humanitarian assistance programming. • Identify and facilitate introductions with relevant stakeholders throughout the capture and bid process. • Identify opportunities aligned with Dexis’ corporate capabilities and growth objectives, provide strategic guidance and support on bid capture, and help prepare winning proposal. • Validate strategic direction, programmatic objectives, potential scope, and customer needs and expectations for specific opportunities identified. • Participate in periodic strategy sessions and serve as a trusted advisor throughout the pre-solicitation, capture, and bid phases.
• Provide strategic guidance on capture efforts related to DTRA GTR and/or CZ Directorates • Advise on technical approaches for DTRA programs • Support development and refinement of proposal content and technical narratives • Provide insight into client priorities, stakeholder dynamics, and procurement trends • Identify risks, gaps, and opportunities in proposed approaches • Support development of win themes and competitive positioning • Review proposal drafts and provide targeted feedback • Contribute to strengthening client engagement and market positioning
• Provide strategic guidance on capture efforts related to enterprise IT operations and managed services • Advise on technical approaches across ITSM (ServiceNow), service desk operations, infrastructure and cloud (Azure/M365), network operations, and IT asset management • Support development and refinement of proposal content and technical narratives aligned with DFC requirements • Provide insight into client priorities, stakeholder dynamics, governance structures, and procurement trends • Leverage networks and institutional knowledge to inform Dexis’ understanding of DFC OIT operations and decision-making • Identify risks, gaps, and opportunities in proposed technical and management approaches • Support development of win themes, competitive positioning, and teaming strategies • Assess incumbent performance and competitor approaches to inform capture strategy • Review proposal drafts and provide targeted, actionable feedback • Contribute to strengthening client engagement and market positioning within the federal IT services domain
• Manage full life cycle of recruitment for international positions, adhering to identified timelines to ensure a rapid recruitment process. • This includes posting roles, identifying leads through sourcing, reviewing applicants and shortlisting candidates for further review, screening candidates, making recommendations, scheduling additional interviews, developing offers, and negotiating with candidates. • Provide weekly status updates on all open recruitments. • Source passive candidates from CV databases and online platforms (LinkedIn) to bolster a diverse and competitive applicant pool. • Communicate regularly with hiring managers and client stakeholders to update stakeholders on the status of active recruitments. • Support compliance with recruitment processes and required documentation as identified in the recruitment SOP. • Serve as primary point of contact with candidates throughout the recruitment process. • Maintain up-to-date recruitment trackers.
• Support new business and capture efforts by sourcing, generating leads, identifying, screening, interviewing and engaging candidates for business development efforts • Identify and build a network of security cleared individuals across various technical areas for proposals, in particular for the Department of Defense. • Identify and qualify Key Personnel and specialized technical roles aligned to RFP and PWS requirements. • Conduct targeted outreach to incumbents, former incumbents, and subject matter experts. • Develops and maintains relationships and a pipeline of strategic technical area experts, as well as broadly recruits mid and senior level talent for new opportunities. • Partner with Business Development, capture, and technical leads to understand labor categories, qualifications, and timelines. • Develops and posts job ads, acquiring necessary approvals through our recruitment system. • Conduct initial candidate conversations to assess experience, availability, and alignment with pursuit needs. • Collect, review, and refine resumes to support proposal compliance and evaluation criteria. • Track candidate status, commitment levels, and contingencies across multiple concurrent pursuits. • Maintain accurate recruiting records and exercise discretion when working with sensitive candidate populations. • Provide insight to Business Development teams on market availability, compensation considerations, and recruiting risk.
