About the Position Dexis Professional Services seeks a Strategic Advisor to support business development, capture strategy, and technical solutioning for enterprise IT operations and managed services opportunities with the U.S. International Development Finance Corporation (DFC). The position will be based remotely in the continental United States. Dexis supports U.S. Government clients in delivering complex programs worldwide, including program management, monitoring and evaluation, and operational support in highly regulated and data-driven environments. This role will provide strategic guidance to strengthen positioning, technical approaches, and engagement strategies aligned to DFC’s IT environment, governance model, and performance requirements across all task areas. Responsibilities - Provide strategic guidance on capture efforts related to enterprise IT operations and managed services - Advise on technical approaches across ITSM (ServiceNow), service desk operations, infrastructure and cloud (Azure/M365), network operations, and IT asset management - Support development and refinement of proposal content and technical narratives aligned with DFC requirements - Provide insight into client priorities, stakeholder dynamics, governance structures, and procurement trends - Leverage networks and institutional knowledge to inform Dexis’ understanding of DFC OIT operations and decision-making - Identify risks, gaps, and opportunities in proposed technical and management approaches - Support development of win themes, competitive positioning, and teaming strategies - Assess incumbent performance and competitor approaches to inform capture strategy - Review proposal drafts and provide targeted, actionable feedback - Contribute to strengthening client engagement and market positioning within the federal IT services domain Qualifications - Minimum 12 years of experience supporting U.S. Government IT programs - Experience with DFC, Department of State, or similar federal civilian agencies strongly preferred - Experience in enterprise IT operations, managed services, or IT modernization programs - Expertise in one or more areas: ITSM/ServiceNow, cloud and infrastructure operations, network operations, cybersecurity, or Zero Trust architecture - Demonstrated experience providing strategic, capture, or technical advisory support for federal IT services opportunities Dexis is on a mission to help solve today’s most pressing global political, social, and economic challenges and create a world where all people are safe and prosperous. About the Position The International Recruitment Consultant will support the management of full life cycle of recruiting and staffing for positions across the globe. Responsibilities include posting new requisitions, reviewing applicants, sourcing and developing leads, shortlisting and screening candidates, scheduling interviews, negotiating offers, and ensuring all appropriate recruitment documentation is saved. This is a short-term consultant position with an anticipated LOE of 40 days, expected to start on or around April 22nd and go through June 16th. Responsibilities - Manage full life cycle of recruitment for international positions, adhering to identified timelines to ensure a rapid recruitment process. This includes posting roles, identifying leads through sourcing, reviewing applicants and shortlisting candidates for further review, screening candidates, making recommendations, scheduling additional interviews, developing offers, and negotiating with candidates. - Provide weekly status updates on all open recruitments. - Source passive candidates from CV databases and online platforms (LinkedIn) to bolster a diverse and competitive applicant pool. - Communicate regularly with hiring managers and client stakeholders to update stakeholders on the status of active recruitments. - Support compliance with recruitment processes and required documentation as identified in the recruitment SOP. - Serve as primary point of contact with candidates throughout the recruitment process. - Maintain up-to-date recruitment trackers. Qualifications - Bachelor’s degree in human resources, organizational development or relevant field. - Five (5) years of recruitment experience required. - At least two (2) years managing full life cycle of recruitment required. - Proven experience collaborating with multiple hiring managers and teams simultaneously and maintaining strong relationships and open communication. - Demonstrated experience balancing and following through on many open positions across multiple geographic regions and disciplines in a fast-paced environment. - Ability to adhere to recruitment timelines and metrics. - Knowledge of interview techniques and applicant screening methods. - Prior experience using applicant tracking software. - Strong interpersonal skills and ability to interact effectively with candidates, senior management, and clients. - Oral and written fluency in English. - Proficient in all Microsoft Office products and Google Suite. Preferred Qualifications - International recruitment experience strongly preferred. - Prior experience recruiting technical experts for USG agencies and/or other international donors preferred. - Prior experience recruiting public health experts preferred. - Prior experience with Greenhouse preferred. About the Position Dexis is seeking a Consultant Recruiter to support talent acquisition for programs with the U.S. International Development Finance Corporation (DFC) and related federal clients. This role will lead full-cycle recruiting for highly specialized positions spanning international development, development finance, monitoring and evaluation (MEL), analytics, and enterprise IT. The ideal candidate brings deep experience recruiting in federal contracting environments, with the ability to build pipelines for both proposal (pre-award) and program execution (post-award) staffing needs. This is a high-impact role requiring strong market insight, stakeholder engagement, and disciplined execution. While the consultant would be welcome at Dexis headquarters anytime, they will not be expected to attend any meetings in person. The consultant will be expected to be available to screen candidates during normal business hours: 9:00 am - 5:00 pm, Monday - Friday. Below is the pay range aligned with this position. When creating an offer, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive.
