Role Description CHAI aims to be the employer of choice in global health by attracting, developing, and retaining top talent. The Head of People will drive this ambition, transforming CHAI's People function into a disciplined, strategic enabler of a workforce of 1,800+ across 40 countries, with measurable progress towards this goal within 18 months. The work demands a leader with a clear strategic vision for the People function, relentless focus on outcomes, and the willingness to commit to a multi-year journey while still moving quickly. They should be equally comfortable setting long-range direction and working deep in the detail when execution requires it. They must also be genuinely scrappy, with the creativity to find workable solutions and navigate obstacles in a decentralized, highly matrixed, multi-country environment where the path to success is rarely straightforward. The ideal candidate also brings demonstrated experience transforming a complex function (People or otherwise) in a multi-country organization. They have the cross-cultural fluency to operate credibly across a distributed workforce, as well as the resolve to uphold a strong standard of excellence across the People team. The role reports to the Chief Operating Officer and can be based in any of our CHAI program countries. Role Description CHAI is looking for a hands-on builder to design, develop, and ship bespoke AI tools that transform how the organization works. The Manager, AI Transformation is a primarily technical role: someone whose dominant activity is building – identifying impactful use cases, writing code, developing AI-powered solutions, and deploying them into the hands of CHAI’s teams. A secondary focus will be supporting organisation-wide AI transformation initiatives — including trainings, vendor management, and related efforts. This is a role for a genuine builder: someone who thrives on developing and deploying AI solutions, while also appreciating the complementary work needed to ensure AI transformation is sustainably embedded within the organization. Reporting to the Associate Director, AI Transformation within CHAI’s Global Operations function, the Manager focuses on where off-the-shelf tools fall short – partnering closely with CHAI’s teams to develop bespoke AI tools. These tools can be used across the organization for general management and operational use cases. This role is also expected to work closely with the Innovation team, which has a complementary scope focused on AI use in CHAI’s technical and programmatic work in global health. The right candidate is an exceptional builder with strong organizational instincts. They know how to use modern AI development tools, can scope and ship quickly, and have the judgment to know what is worth building. They care about solving real problems and want to work somewhere their tools actually make a difference. This position can be leveled at Manager or Senior Manager, commensurate with the qualifications and experience of the candidate. The base location is flexible; candidates can be based in any of the geographies that CHAI operates in, subject to work authorization and necessary approvals. What Success Looks Like - Real tools have shipped and are in use. Not prototypes. Not demos. Actual AI-powered tools, built by this person and their team, deployed into CHAI’s teams, including HR, Finance, Legal & Compliance, IT Operations, and other functions – and making a real, measurable difference to the people using them. - CHAI’s AI build capacity is compounding. Every shipped tool leaves something behind that makes the next one faster and better: reusable components, documented patterns, shared frameworks. - Demand is growing because teams trust the work. Functional teams across CHAI are coming to the team with problems they want solved – not because they are being pushed, but because the tools that have shipped so far have been genuinely good. Responsibilities - Partner with CHAI’s teams to identify, assess, and prioritize high-value AI use cases, maintaining a clear pipeline from idea to shipped tool, and align build priorities with the AI transformation strategy set by the Associate Director. - Inform smart build-vs.-buy decisions: assess whether a use case is best addressed by an off-the-shelf tool, a light customization, or a bespoke build, and move quickly on whichever path is right. - Design, build, and ship bespoke AI-powered tools in partnership with CHAI’s teams, with a focus on non-programmatic teams (e.g. HR, Finance, Legal & Compliance, IT, Operations, and others); work directly in code and AI-native development environments (e.g., Claude Code and Cowork). - Collaborate with CHAI’s IT team on integration, maintenance, and scaling, ensuring that what gets shipped meets organizational standards for reliability and data governance; partner technically with CHAI’s Innovation team to share approaches and avoid duplication. - Document what gets built – reusable components, prompt frameworks, implementation patterns – so each new project starts from a higher base; support broader AI adoption across CHAI through training and enablement efforts led by the Associate Director. - Track shipped tool usage and impact, contribute to CHAI’s understanding of the evolving AI development landscape, and undertake other responsibilities as needed. Qualifications - Bachelor’s degree or equivalent and at least 6 years of relevant professional experience, including substantial hands-on experience building and shipping software or AI-powered tools that others use. - Practical fluency with software engineering tools and practices — version control (e.g., GitHub), automated testing, and code review. Hands-on experience with LLM APIs, AI development frameworks, and AI-native development environments (e.g., Claude Code or Cowork). Programming language proficiency (e.g., Python) is helpful, but not required. - Deep, practical familiarity with modern AI tools – particularly large language models, RAG, and memory management – and a sophisticated understanding of their capabilities, limitations, and appropriate enterprise use cases. - Track record of taking AI or software tools from concept through to production, including scoping, building, iterating, and deploying. - Strong organizational instincts – the ability to understand what teams actually need, identify what is worth building, and partner effectively with non-technical stakeholders. - Entrepreneurial mindset: comfortable with ambiguity, proactive in identifying opportunities, and motivated by shipping real things rather than perfecting plans. - Genuine commitment to CHAI’s mission and the operating realities of a global health organization working in resource-constrained, cross-cultural contexts. Preferred Qualifications - Background in AI engineering, data science, or a related technical discipline. - Experience building tools for enterprise workflows (HR, Finance, Legal, Operations, or similar). - Familiarity with responsible AI principles and ethical considerations for deploying AI in complex or resource-constrained environments. - Experience in global health, international development, or a comparable mission-driven sector. - Experience working across geographically dispersed teams in multiple countries and time zones.

Overview of CHAI’s Global TB Program Tuberculosis is the world’s deadliest infectious disease. More than 10 million people fall ill each year, and 1.2 million die, with a disproportionate burden in sub-Saharan Africa and South and Southeast Asia. Roughly 40% of TB cases remain undiagnosed, fuelling ongoing transmission in communities. Children under five, people living with HIV, and those in underserved or displaced populations face the greatest risk. CHAI partners with governments, multilateral organizations, and suppliers to close critical gaps across the TB care cascade. Our work spans three interconnected domains: - Screening and diagnosis: accelerating the adoption of digital chest X-ray with AI, near-point-of-care molecular diagnostics, tongue swabs, and sample pooling strategies that bring accurate, rapid testing closer to patients. - Treatment and prevention: expanding access to shorter, more effective regimens for both active and latent TB, with particular focus on community-based delivery of TB preventive therapy to children under five and other high-risk household contacts. - Market shaping: negotiating price reductions, supporting generic product development, and ensuring sustainable supply of quality-assured TB commodities, from rifapentine-based preventive regimens to next-generation diagnostic platforms. The program currently operates across 13 countries in Africa and Asia. CHAI’s Global TB Team provides strategic direction, technical leadership, and coordination across these country programs, while managing relationships with key funders and partners including the Global Fund, Gates Foundation, Unitaid, FCDO, GiveWell, Stop TB Partnership, and national TB programs. Role Overview This is a defining moment for TB. New diagnostic tools, shorter treatment regimens, and growing political will are converging to create a window of opportunity to dramatically reduce the toll of this disease. At the same time, uncertain funding landscapes, fragmented health systems, and the sheer scale of the undiagnosed burden demand a leader who can operate with both strategic ambition and operational discipline. We are looking for a Senior Director who will serve as CHAI's most senior voice on TB, both internally and externally. This person will set a clear programmatic vision, articulate it compellingly, and bring a wide range of audiences along: country teams translating strategy into action, donors weighing where to invest, and government leaders deciding how to allocate scarce resources. The TB landscape involves a rich ecosystem of multilateral organizations, bilateral donors, research institutions, civil society, and national programs, each with distinct mandates, priorities, and ways of working. Success in this role requires someone who can build trust and find common ground across that ecosystem, forging alignment where interests converge and navigating constructively where they diverge. TB kills more people than any other infectious disease, yet it is both preventable and curable. Breakthroughs in diagnostics, shorter and more tolerable treatment regimens, and the emergence of community-based delivery models have created real momentum. CHAI is at the center of that momentum, with the relationships, operational reach, and market shaping expertise to turn promising innovations into population-level impact. The Senior Director will have the platform and the organizational backing to lead one of the most consequential programs in global health today. Reporting to the Vice President, HIV, Hepatitis & TB, the Senior Director will be responsible for shaping a portfolio that spans community-based prevention pilots, diagnostic technology introduction, market shaping interventions, and operational research across multiple countries. The ideal candidate brings deep TB expertise and a track record of delivering sustainable public health impact in low- and middle-income countries. They will set a compelling strategic direction that galvanizes teams and partners and translates into measurable, large-scale impact in the countries where TB takes its greatest toll. Responsibilities Strategy and Program Leadership - Define and communicate a bold strategic direction for CHAI's global TB portfolio, translating organizational priorities, donor expectations, and the evolving needs of high-burden countries into a coherent vision that the team, partners, and governments can rally behind. - Scan the horizon for shifts in TB financing, epidemiology, policy, and the diagnostic and therapeutic pipeline; position CHAI to respond proactively and shape the conversation. - Make disciplined strategic choices about where CHAI should focus, including decisions to scale, pivot, or wind down workstreams based on evidence, impact, and changing conditions. - Develop multi-year programmatic plans, budgets, and performance management systems that drive accountability and continuous improvement across the portfolio. - Champion the translation of evidence and operational learning into scalable, government-led program models. Orient the program at every stage toward government ownership, from design through financing and scale-up, so that impact endures beyond CHAI's engagement. Program Overview The WHO estimates a projected shortage of 10 million health workers by 2030, with the majority of that shortage (7.5 million) falling in low- and middle-income countries. Many of the governments with which CHAI works face significant challenges producing the workforce at the quantity and quality needed to meet the demands of their health systems. In addition, in many of the countries where CHAI works, there is not only a gross shortage of health workers, but the existing workforce is characterized by suboptimal skill mix, distribution, and performance—which means that governments are facing significant inefficiencies and unable to get the most out of their existing resources. The aim of CHAI’s Health Workforce Program is to ensure that our partner governments can optimize the number, skill mix, performance, and distribution of their health workforces within available resources. When this is the case, governments will be able to make progress toward UHC and PHC by maximizing the extent to which available, high performing, and motivated health workers can provide quality services when and where needed. Governments are increasingly prioritizing PHC as a step toward UHC. With that in mind and given our strategic focus on resource optimization, CHAI is increasingly working with governments on workforce development for PHC—including community health workers (CHWs). Though CHWs are a cornerstone of PHC, community health systems in LMICs have been particularly plagued by fragmentation, verticalization, and inadequate resources in many of the contexts where CHAI’s work. CHAI’s Health Workforce Strategy outlines five overarching objectives: - Objective 1: Align supply and demand — Define health workforce requirements and implement systems to realize targets, including aligning pre-service training supply and strengthening systems for evidence-based deployment - Objective 2: Improve competency and performance – Strengthen continuous learning and performance management systems and address gaps in pre-service training to improve health worker performance - Objective 3: Reduce inefficiencies – Identify and address sources of inefficiency in workforce financing and programming to maximize the impact of available resources, including through advancing government-owned systems for health workforce planning, management, and resource coordination - Objective 4: Build institutional capacity — Institutionalize government-led systems and structures for health workforce planning, management, and training - Objective 5: Support governments to define, operationalize and scale national integrated community health systems. Position Overview This role will support the design and implementation of health workforce investment strategies in partnership with donors, governments, and academic institutions across multiple countries. The position will be a critical contributor to CHAI's health workforce team, providing strategic, technical, and coordination support across pre-service training reform, faculty development and sustainability planning, equipment procurement, and infrastructure scoping. This role will support development of relationships with philanthropic donors, government counterparts, academic partners, and internal CHAI teams. They will advise donors on investment planning processes including governance, contracting, and results frameworks, while working with academic institutions to strengthen faculty development programs and address barriers to sustainability. We are seeking a highly experienced individual with deep expertise in health workforce development, health systems strengthening, and donor engagement in low- and middle-income countries. The candidate must be comfortable operating across multiple technical domains, countries, and institutional partners with a high degree of independence. They must bring skills in grant management and stakeholder coordination. work with partners to review, refine, and finalize faculty sustainability plans - Design results framework linked to theory of change that can inform measurement, evaluation, and learning agenda Academic partner health workforce development strategy - Design a performance management framework for strengthening faculty development programs - Assist with development of strategic direction and key performance indicators - Review and provide feedback on periodic project reports - Co-design pre-service training faculty development and sustainability plans - Work with academic partners to identify and address barriers to successful implementation and faculty development sustainability planning; assist academic partners to support successful implementation of project objectives including sustainability goals - Analyse ongoing progress and make recommendations to academic partners on project administration and implementation Medical equipment procurement coordination program - Coordinate partners to deliver on government equipment procurement requests to support workforce investments - Advise on rationalization of procurement requests including strategic integration with health worker training, workflow management, and other systems Lead scoping for new CHAI work areas in infrastructure and biomedical equipment management, defining the technical approach, internal capacity, and developing the technical and operational strategy, funding pipeline, and partnerships required to deliver at scale across CHAI's country programs - Lead technical collaboration with existing infrastructure partners on select major hospital infrastructure projects and scope broader infrastructure collaboration opportunities - Work with existing CHAI programs to scope and design a program to strengthen national biomedical equipment technician workforces and management systems Qualifications - Minimum of 10 years’ progressive leadership experience in health workforce development with health systems strengthening perspective - Direct experience with health workforce intervention planning, funding, and implementation within a ministry of health or equivalent national-level government agency - Direct experience with pre-service training reform for professional health workers internal to a higher education institution in a low-income country; Associate Director, Clinical Artificial Intelligence
Clinton Health Access InitiativeThe Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally. At CHAI, our people are our greatest asset, and none of this work would be possible without their talent, time, dedication and passion for our mission and values. We are a highly diverse team of enthusiastic individuals across 40 countries with a broad range of skillsets and life experiences. CHAI is deeply grounded in the countries we work in, with the majority of our staff based in program countries. CHAI is an Equal Opportunity Employer, and is committed to providing an environment of fairness, and mutual respect where all applicants have access to equal employment opportunities. CHAI values diversity and inclusion, and recognizes that our mission is best advanced by the leadership and contributions of people with diverse experience, backgrounds, and culture.
