Role Description The CDC Foundation seeks candidates for a full-time Public Health Analyst to support the Overdose Response Strategy (ORS). This position will support efforts of the Alabama Department of Public Health, Gulf Coast HIDTA, and other key partners in the development and implementation of drug overdose information sharing systems and evidence-based prevention programs. The Public Health Analyst must be based in Alabama. The PHA will work a remote schedule. • Participate in a systematic review to describe methodology currently used to measure drug consumption using wastewater samples; serve as the main liaison in DOP to staff leading this effort in the National Center for Environmental Health (NCEH). • Serve as the DOP liaison for the Association of Public Health Laboratories (APHL) community of practice on wastewater analysis for drug consumption; joining all meetings and sharing discussion with OADS and staff managing the Overdose Data to Action (OD2A) cooperative agreement; ensuring any necessary synergies between state-funded OD2A staff and those working on wastewater activities within the state. • Assist APHL in development of an ethical framework for wastewater analysis for drug consumption; join meetings with APHL and serve as liaison with OADS. • Assist NCEH in the development of standards and methods; participate in meetings and potentially write sections of technical guidance. • Assist OADS with overall management of the wastewater project to include developing key objectives & deliverables along with timelines and parties responsible for completion.

Role Description In the United States, more than 4,300 people on average die from unintentional drowning each year. Drowning prevention strategies can prevent these tragedies from occurring, but knowledge gaps exist in fatal and nonfatal drowning data and understanding how to effectively implement interventions. The CDC Foundation is working in partnership with the Alaska Department of Health to provide a term-limited position within the Alaska Department of Health to identify opportunities to strengthen drowning data collection and surveillance and describe burden and circumstances of drowning in Alaska. The Data Analyst will support the independent design, development, and implementation of epidemiological surveillance, research, evaluation, and dissemination to support drowning prevention activities. Under this project, the Data Analyst will serve as a focal point to identify additional sources of drowning data, collect detailed information on the circumstances of drowning and exposure to water from these sources and collate this along with existing data to report on the burden and circumstances of fatal and nonfatal drowning. The Data Analyst will work under the general direction of the Division of Public Health within the Alaska Department of Health. Responsibilities - Collaborate with GPTEC leadership and Tribal Public Health Authorities to assess data needs and identify opportunities to strengthen the Winter Count data ecosystem. - Lead the development and implementation of GPTEC’s long-term data modernization strategy. - Provide strategic guidance on the continued development and expansion of the Winter Count data hub. - Support the enhancement and deployment of the Electronic Disease Surveillance System (EDSS). - Advise on the integration of Tribal, state, federal, and programmatic data sources. - Guide the development and implementation of data governance structures and policies. - Lead efforts to modernize GPTEC’s data infrastructure. - Assess and modernize GPTEC’s data visualization and analytics environment. - Conduct organizational data and system assessments. - Support Tribal needs assessments and stakeholder engagement. - Provide strategic guidance on change management and workforce readiness. - Support development of training resources and technical documentation. - Advise GPTEC leadership on sustainability planning. - Facilitate coordination among GPTEC leadership, WAI placements, and partner organizations. - Participate in project meetings, milestone reviews, and reporting activities. - Perform other related duties as assigned. - Up to 10% domestic travel may be required. Qualifications - Bachelor's degree in public health, computer information systems, health informatics, epidemiology or related field; Master’s degree preferred. - Minimum of 10 years of relevant professional experience in epidemiology, informatics, data science, or information systems development. - Minimum of 5 years of experience leading or collaborating on technical data strategies. - Demonstrated experience supporting the development or implementation of public health data ecosystems. - Knowledge of modern data architectures, including cloud-based infrastructure. - Experience working with public health agencies or Tribal organizations. - Understanding of data governance and policies supporting responsible data sharing. - Familiarity with national public health data modernization efforts. - Understanding of information systems development and data life cycles. - Strong project management skills and ability to meet deadlines. - Ability to engage with a broad range of stakeholders. - Strong written and verbal communication skills. - Superior organizational skills and attention to detail. - Excellent interpersonal skills and ability to represent the organization. - Creativity and problem-solving skills. • Conduct key informant (stakeholder) interviews to gather information related to Agency performance and response metrics related to the measles outbreak response of 2025/2026. • Review documentation related to the measles outbreak response of 2025/2026, including after-action review submissions by Incident Management Team personnel, to produce a timeline of events and lessons learned for the response. • Compile interview materials and information and assist in the drafting of a full after-action report detailing Agency timelines, decisions, and operational information related to the measles outbreak response. • Assist in the drafting of an Improvement Plan detailing action items and assignments designed to improve future, similar emergency event responses and Agency ICS activations.
