• Develop communications strategies and campaigns that help people make informed decisions about their health • Lead or support integrated health communications initiatives involving public health education, strategic communications planning, audience research, content initiatives, client engagement, and project management.
• Develop and deliver trainings on evidence-based practices for SUD, co-occurring mental illness, and integrated behavioral health care • Provide hands-on technical assistance to community-based organizations across San Diego County • Design, develop, and continuously update training curricula and materials focused on evidence-based practices for substance use disorder treatment, co-occurring mental illness, and integrated dual-diagnosis care • Tailor training content to the needs, capacity levels, service models, and populations served by community-based organizations • Deliver engaging, competency-based trainings and learning collaborative sessions in multiple formats, including in-person workshops, webinars, asynchronous modules, and communities of practice • Provide ongoing, individualized technical assistance to an assigned caseload of community-based organizations across San Diego County • Coach CBO staff on the practical application of evidence-based practices, clinical workflows, and quality improvement strategies • Conduct organizational and workforce needs assessments to identify training and TA priorities specific to each organization’s population, staffing, and service model • Support CBOs in strengthening clinical and organizational capacity to deliver effective, culturally responsive behavioral health services • Build and maintain trusted, collaborative relationships with CBO leadership and direct service staff to encourage sustained engagement with training and TA offerings • Stay current on the evidence base and California-specific guidance for SUD and co-occurring disorder treatment • Support the integration of peer support specialists and community health workers into clinical teams • Represent the TTA Center at community meetings, coalitions, and provider convenings to promote available trainings and TA resources

• Lead recurring forecasts, EAC updates, and financial planning activities across a portfolio of government contracts • Identify financial risks and opportunities and provide actionable recommendations to leadership • Drive annual budgeting and periodic reforecasting processes, including templates, reporting, and executive-ready summaries • Partner closely with project managers and division leadership to improve funding utilization, margin performance, and project financial discipline • Oversee pricing support through management of a pricing-focused Financial Analyst • Review pricing models, assumptions, and cost volumes for proposals and contract modifications • Apply government contracting expertise related to indirect rates, allowability, funded ceilings, and contract compliance • Support compliant and competitive pricing strategies across contract types including cost-reimbursable, T&M, and fixed-price contracts • Utilize Deltek Costpoint (Planning module preferred) to maintain accurate plans, reconcile actuals, and improve reporting integrity • Develop and maintain audit-ready financial models, standardized templates, and forecasting tools • Identify opportunities for automation, reporting enhancements, and process optimization • Explore innovative uses of AI within FP&A to improve forecasting accuracy, pricing strategy, and margin optimization • Coach and develop a Financial Analyst, ensuring quality, prioritization, and cross-functional collaboration • Foster a culture of accountability, continuous improvement, and analytical excellence
• Evaluate existing engagements and platforms—such as public health interoperability implementations, state workforce management tools, and Medicaid integration advisory work—to identify candidates for productization, develop business cases to support investment decisions, and own the ongoing management, roadmap, and market performance of launched offerings • Lead the product innovation lifecycle end-to-end: from identifying opportunity patterns across client engagements through validation, concept definition, business case development, productization, go-to-market readiness, and ongoing offering management • Conduct or coordinate market research, competitive analysis, and client discovery to validate whether identified opportunities are worth pursuing • Define offering concepts including value propositions, target buyers, differentiation, success criteria, and positioning • Develop business cases for executive investment decisions, working with Finance to validate cost assumptions and financial projections • Guide productization efforts as the internal client, ensuring delivery teams translate approved concepts into solutions that can be scoped and delivered consistently for new clients • Coordinate go-to-market readiness with Growth, including positioning, messaging, pricing, and internal enablement • Monitor active offering performance—adoption, delivery economics, client satisfaction, and pipeline—and make recommendations on continued investment, evolution, or retirement • Identify and champion cross-cutting offering opportunities that leverage Altarum’s combined research, policy, technology, and communications capabilities • Establish and maintain a lightweight product-management cadence: portfolio reviews, pipeline alignment, and feedback loops with delivery and Growth teams
• Own contribution margin performance across the state project portfolio. Manage utilization, burn rates, and forecast accuracy in partnership with finance • Ensure consistent, on-time, on-budget delivery across all state projects. Establish and maintain project governance including risk management, escalation protocols, quality assurance, and standardized PM/agile methodology • Serve as the senior client relationship owner for state accounts. Drive organic growth through strategic account planning, cross-sell and expansion conversations, and proactive identification of follow-on opportunities • Manage and develop a cross-functional delivery team including delivery managers, project managers, software engineers, interoperability analysts, and QA engineers.
