• Develops and manages relations with various state entities including but not limited to: Governors Offices, State Legislatures, Jurisdictional Agencies, and State Boards of Education • Serves as the lead state lobbyist responsible for outreach and execution of the state strategy in assigned states. • Responsible for planning, execution and attainment of state revenue goals targeting state budgets and legislative appropriations. • Is accountable for and works with legislators and lobbyists to maintain current legislation that supports ACT State Contracts and grows existing revenue. • Is accountable for and works with legislators and lobbyists to introduce new legislation that will support the introduction of ACT State Contracts and drive revenue. • Is accountable for and works with legislators and lobbyists to suppress and defeat proposed legislation by competitors and other entities that would be detrimental to ACT. • Monitors, analyzes and communicates the impacts or potential impacts of state legislation or regulations. • Serves as a member of internal teams in support of strategic state goals. • Develops and maintains relationships with ACT internal departments and leadership to identify operational issues requiring legislative action. • Works with RFP teams to provide insight into RFP strategy and response development as appropriate based on legislative directives of given states. • Assists State Partnerships in developing comprehensive State Plans including but not limited to: incorporating legislative priorities, providing legislative landscape, and identifying legislative key players. • Analyzes competitive intelligence, local information, and strategic advantages in order to develop best strategies to drive future business opportunities from a policy/advocacy perspective. • Provides leadership, problem solving, and decision-making; works closely with state clients and contacts to identify and select solutions that best meet their needs. • Provides excellent customer service and stellar, professional communication to external audiences. • Responsible for strict compliance with all applicable lobbying, reporting, and gift laws.
• Build and manage an active pipeline of employer relationships within assigned communities, driving recognition of the ACT WorkKeys NCRC and adoption of WorkKeys workforce tools • Establish working relationships with chambers of commerce and economic development organizations to position WRC certification as a workforce and talent attraction asset • Own a portfolio of WRC communities, tracking progress, identifying advancement opportunities, and driving the actions needed to move communities forward in the program • Drive expansion of WorkKeys curriculum licenses, assessments, and credentials within your portfolio and coordinate with ACT Sales on contract execution • Connect communities to federal and state workforce funding streams to sustain their investment in workforce development • Facilitate introductions and partnerships across employers, training providers, workforce boards, and education partners • Maintain CRM pipeline records and provide regular reporting on employer acquisition, community progression, and product expansion

• Own the product vision, strategy, and roadmap for ACT's Workforce Assessment portfolio • Define and prioritize product requirements grounded in deep customer discovery, market research, and competitive analysis • Partner with Workforce Assessment research and psychometrics teams to translate scientific capabilities into viable, differentiated product offerings • Lead cross-functional product development efforts in collaboration with Research, Technology, Sales, Operations, and Academic Content teams • Develop and maintain clear product positioning, value propositions, and go-to-market strategies • Identify and champion opportunities for new product initiatives • Engage with customers, partners, employers, workforce boards, and education systems to gather ongoing feedback • Define and track key product metrics, user outcomes, and business KPIs • Serve as internal voice of the customer and market, providing thought leadership • Represent ACT's workforce product strategy in external forums, industry events, and partner conversations • Bring business acumen to every product decision.
