Role Description The Business Development/Capture Specialist II develops key business relationships in the government marketplace, with a primary responsibility for identifying and developing opportunities for business expansion. - Support the development of customer or market penetration strategies and individual opportunity win strategies, account plans, technology development plans, and partnering strategies. - Act as liaison with government agencies and offices. - Ensure that the business development strategy is implemented. Responsibilities - Monitor federal contracting trends and opportunities by reviewing agency forecasts, pre-solicitations, industry day announcements, and GovCon news sources; track government priorities and relevant updates to help identify upcoming opportunities. - Support the identification of potential opportunities and teaming partners by researching target agencies, current contract vehicles, incumbents, and relevant prime contractors or small business partners. - Assist in evaluating new opportunities by gathering information on requirements, competition, timelines, and acquisition strategies; help summarize findings for internal review and bid/no bid discussions. - Participate in the development of capture materials by helping prepare customer background summaries, competitive intelligence briefs, capability statements, and meeting notes used to support capture planning. - Coordinate and document engagement activities with government customers, subcontractors, and industry partners; assist with scheduling meetings, preparing talking points, and maintaining accurate BD and CRM records. - Support teaming and partnership efforts by helping draft or route NDAs, teaming agreements, capability statements, and past performance materials in coordination with contracts and proposal teams. - Protect sensitive company and partner information by following internal data handling protocols and maintaining confidentiality of acquisition related insights, pricing data, and proprietary conversations. - Maintain and expand GovCon knowledge by attending internal training, industry webinars, conferences, and professional networking events; keep current with basic FAR/DFARS concepts and federal procurement processes. - Enhance the BD team’s efficiency and responsiveness by proactively taking on administrative or research focused tasks, contributing new ideas, and supporting process improvements. - Provide proposal support by assisting with data calls, collecting resumes and past performance references, drafting basic sections, and ensuring content aligns with capture insights and customer requirements. Job Overview The Business Development Director, Early Phase Services is responsible for driving commercial growth and expanding strategic partnerships across North America for Pharmaron's Early Phase clinical research services. What We're Looking For - Education: Bachelor's degree in Life Sciences, Medicine, Pharmacy, Biology, or a related discipline. Advanced degree (PhD, MD, MBA) preferred. - Experience: 10+ years of business development or commercial experience within the CRO, CDMO, or pharmaceutical services industry. - Extensive experience supporting or selling Phase I / Early Phase clinical development services. - Strong understanding of early clinical development, including First-In-Human studies and clinical pharmacology programs. - Demonstrated success achieving or exceeding revenue targets and developing high-value strategic client partnerships. - Established network within biotechnology and pharmaceutical companies involved in early clinical development. - Proven experience managing complex proposals, negotiations, and strategic account plans. - Experience leading collaborations with multinational pharmaceutical companies and emerging biotechnology firms. - Excellent interpersonal, influencing, and negotiation skills with a collaborative leadership approach. - Fluency in Mandarin is highly desired but not required. - Ability to travel approximately 40–60% for client meetings, conferences, and internal collaboration.
