Role Description Noblis is seeking a Program Specialist to support the Department of War (DoW). Active Secret clearance is preferred; candidates must be eligible for a DoW Secret clearance. This is a remote position supporting a senior level Federal client based in Washington, D.C. and may require up to 25% travel to support DoW program activities. - Supporting STED program operations: Assisting with planning, coordination, and execution of Sustainable Technology Evaluation and Demonstration (STED) activities for the Department of War (DoW). - Coordinating stakeholder engagement: Scheduling meetings, preparing materials, and supporting communication with military, government, and industry partners. - Managing program documentation: Maintaining records, reports, action items, and program artifacts. - Supporting technology evaluation activities: Assisting with data collection, logistics, and coordination for technology demonstrations and assessments. - Tracking program milestones and deliverables: Monitoring timelines, risks, dependencies, and progress across STED efforts. - Preparing briefings and reports: Developing summaries, presentations, and decision ready materials for leadership. - Supporting requirements gathering: Documenting user needs, technology gaps, and operational priorities. - Coordinating travel and event logistics: Supporting planning for demonstrations, site visits, and stakeholder meetings. - Maintaining program data and records: Ensuring accuracy, version control, and accessibility of program information. Qualifications - Bachelor's degree and 5+ years of experience or Master's degree and 3+ years of experience. - US Citizenship is required. The ability to obtain a security clearance is required. - Experience supporting federal or defense programs. - Experience with program coordination or project support. - Experience preparing reports, briefings, or documentation. - Experience managing schedules, tasks, or deliverables. - Experience engaging with stakeholders. - Experience with Microsoft Office or collaboration tools. - Experience with AI/ML concepts and terminology. • Lead the planning, design, permitting, and execution of utility substations, behind-the-meter generation, and critical energy infrastructure across multiple projects. • Manage utilities, EPC contractors, consultants, and equipment suppliers from development through commissioning and energization. • Partner with Development and Energy Strategy teams to transition projects from utility negotiations and site diligence into execution. • Provide secondary support for data center design coordination, ensuring alignment between energy infrastructure, customer requirements, and campus design milestones. • Coordinate with Design, Construction, Procurement, and Development teams to establish project scope, budgets, schedules, and execution plans. • Develop and maintain integrated project schedules, manage critical path activities, and proactively mitigate project risks. • Manage project budgets, cost forecasts, change management, and executive reporting throughout the project lifecycle. • Lead stakeholder coordination across internal teams, utilities, EPC partners, consultants, and external agencies. • Lead coordination of environmental, air, and utility permitting activities required for energy infrastructure projects, ensuring alignment with development schedules and regulatory requirements. • Oversee coordination of MV infrastructure, utility tie-ins, fuel systems, and other critical power infrastructure. • Support commissioning, integrated systems testing, and energization activities with Commissioning teams, utilities, and EPC partners. • Partner with Operations during turnover activities, providing technical support, documentation, and training to ensure a seamless transition to long-term ownership. • Build and maintain strategic relationships with utilities, EPC firms, consultants, and key industry partners.

• Lead overall program management for one or more multi-million-dollar advanced prototype programs, ensuring alignment of technical execution, schedule, budget, and customer expectations. • Work within a team of multidisciplinary engineers and specialists throughout the life of advanced prototype systems - including Autonomous Underwater Vehicles (AUVs) and other unmanned maritime platforms - through integration, test, verification, and demonstration efforts. • Drive the transition of emerging technologies from applied research into integrated prototype systems, with a focus on rapid fieldability and mission relevance. • Provide strategic leadership to multidisciplinary engineering teams, fostering clarity, accountability, and high-performance execution across all phases of development. • Drive technical outcomes through a meticulous understanding of system performance, manage incident response and after-action reviews, use metrics to derive insights into areas for improvement, quantify the improvements made through investment in those areas, and maintain a clear understanding of the state of the system that can be communicated to the customer. • Interface with DoD customers and represent the technical aspects of Integer’s mission-solutions portfolio. • Support the engineering team in integration, testing, and debug in a high-paced environment. • Develop project scope and manage changes through the life of the project. Identify, track, and manage project risks—including technical, schedule, integration, and transition risks—and implement effective mitigation strategies. Generate and maintain project schedules, work breakdown structures, and resource plans.

• Execute global partner program strategy within the assigned theater. • Drive partner program adoption including tiering, certifications, and incentives. • Ensure alignment and consistency with Sophos’ global channel strategy, partner framework, and operational standards. • Support the rollout of new partner initiatives, tools, and programs within EMEA. • Track and report partner performance metrics. • Gather regional partner feedback and help identify opportunities to improve partner experience and program effectiveness.
