Role Description We’re hiring a Senior Analyst, Data Solutions to serve as the Product Owner for a Claims Data Products squad. This is a net-new role created to support growing demand driven by claims platform modernization, our data strategy, and an increased focus on data governance and AI readiness. In this role, you’ll own the end-to-end delivery of data products built in AWS/Snowflake, partnering with Claims Analytics, Reporting, Data Science, and Process teams. You’ll translate business needs into clear, actionable work for an offshore development squad and help improve cycle time and quality through strong requirements, prioritization, and QA practices. This role may have in-office requirements depending on candidate location Ideal candidate will reside within the Eastern Time Zone What you’ll do: - Own and manage the product backlog for one Claims Data Products squad; prioritize work based on business value, risk, and dependencies. - Partner with stakeholders to gather requirements and translate them into user stories, acceptance criteria, and definition of done. - Lead Agile ceremonies (grooming, planning, standups, reviews, retros) and maintain delivery visibility using Jira. - Coordinate across teams to resolve blockers and ensure clear context for an offshore delivery model. - Drive quality outcomes by defining test/validation expectations, supporting defect triage, and continuously improving QA practices. - Ensure data products meet expectations for PII handling, audit controls, and regulatory reporting where applicable. - Support vendor/contractor performance management by providing structured feedback and recognizing strong contributions. Qualifications - Experience (or strong aptitude) working as a Product Owner / Business Analyst / Data Analyst on data-focused initiatives. - Working knowledge of SQL and ability to validate data outputs; Snowflake experience is a strong plus. - Familiarity with Agile delivery and tools such as Jira. - Strong communication skills—able to write clear requirements and align stakeholders across functions and time zones. - Comfort operating in a fast-paced environment with changing priorities and multiple modernization initiatives. - Preferred: exposure to AWS, scheduling/orchestration tools (e.g., Control-M), and data integration tools (e.g., IDMC/Informatica). - Bachelor’s degree in an IT-related, analytical, or quantitative field (or equivalent practical experience). Requirements - Strong written and oral communication skills required. - Bachelor's Degree in Computer Science, Computer Engineering, or related discipline preferred. - Master's in same or related disciplines strongly preferred. - 3-5 years experience in coding for data management, data warehousing, or other data environments, including, but not limited to, working in NoSQL implementation, ETL, scripting languages (Python, Perl, Shell). SUMMARY Safe Babies, a program of ZERO TO THREE™ supports states and communities in building a more coordinated and aligned early childhood system based on the Safe Babies approach. The Safe Babies approach works concurrently at the child and family level, community level, and state level to promote healthy early childhood development while impacting long-term capacity building. The goal is to keep families together by igniting collective action to meet the urgent needs of babies, toddlers, and their families. While the Safe Babies approach is anchored in the court system, it is also an entry point for cross-system collaboration to effectively serve families across multiple areas of need. We are seeking a highly organized, exceptionally collaborative Data Analyst who serves as an integral member of the Safe Babes. The Data Analyst works closely with the Senior Manager, Quality Improvement; Manager, Quality Improvement and the Safe Babies Research/Evaluation team to perform intermediate to complex data collection and analysis with minimal direction. Primary responsibilities include data collection, analysis and visualization to support CQI and internal evaluation efforts, database support, and reporting pertaining to monthly and annual requirements. ESSENTIAL RESPONSIBILITIES - Database Support - Test database enhancements in the Safe Babies beta site. Report any issues to the Quality Improvement, Manager. - Manage the Safe Babies database help desk and provide timely responses to tickets. - Managing database user access. - Write database documentation, including data standards, procedures and definitions for the SBCT User’s Guide and keep it current for all users - Data Reporting - Run quarterly reports on maltreatment rates. - Run quarterly missing data reports and data quality checks for Safe Babies sites without a state team. - Extract and synthesize National Resource Center activity (e.g. Technical Assistance activities) data from the database for internal and external reporting. • Participate in consulting engagements with our clients.
