Role Description The Public Health Analyst II (PHA) will support the mission of the Centers for Disease Control and Prevention (CDC), National Center on Birth Defects and Developmental Disabilities (NCBDDD) programs and surveillance activities focused on birth defects, developmental disabilities, maternal and child health, and related public health initiatives. The PHA II will provide analytical, surveillance, data abstraction, stakeholder engagement, and program support services to advance CDC's efforts in monitoring, evaluating, and improving health outcomes among affected populations. This position requires experience supporting birth defects surveillance systems, medical record abstraction, healthcare partner engagement, data quality assurance, and collaboration with state and local public health agencies. Responsibilities - Review medical, laboratory, and vital records of infants and fetuses with congenital malformations, genetic diseases, or congenital infections to determine eligibility based on county of residence at time of birth and MACDP case definition in compliance with MACDP’s Assurance of Confidentiality (AoC) and IRB Human Subjects protocol. - Complete full abstraction of all pertinent case information (e.g., demographic, epidemiologic, and clinical information) for eligible cases into CDC-developed surveillance system or future web-based software and code birth defects using a modified ICD-9-CM or ICD-10-CM (when available) system which has birth defect detailed codes. - Complete annual AoC, Collaborative Institutional Training Initiative (CITI), ethics, records management, and other trainings as required by CDC and MACDP. - Maintain access to required locations and patient records by coordinating with healthcare and IT staff at surveillance area hospitals, clinics, and other healthcare/laboratory providers. - Complete any site-specific training necessary to have access to patient records and work with location staff to have appropriate electronic line listings provided at routine intervals (e.g., Microsoft Excel spreadsheets with Discharge Index lists or line lists within patient EHR portals of potentially eligible cases) for review. - Collect and compile epidemiologic data on infants and fetuses with congenital malformations, genetic diseases, congenital infections, and/or neonatal abstinence syndrome (NAS) utilizing data provided by jurisdictions. - Deliver abstracted data and replication from local copy of CDC’s MACDP data to the primary dataset at least once a month. - Assess the quality, consistency, and completeness of the surveillance data collected. This shall include revisiting hospitals, offices, laboratories, and other data sources to verify that all affected infants and fetuses have been identified, and re-abstracting cases at these sources for comparison with existing data. - Provide an MACDP monthly status report that shall include number of facilities visited, number of each type of medical record reviewed and number of abstractions completed, most recent month of the Discharge Index (DI) log received, most recent month of the DI log currently being abstracted, number of new records reviewed by facility, and detailed narrative of any issues impacting abstraction rates. Qualifications - Public Health Surveillance - Medical Record Abstraction - Birth Defects Surveillance - Data Quality Assurance - Regulatory and Compliance Adherence Requirements - Bachelor's degree in Public Health, Epidemiology, Health Sciences, Biology, Nursing, Healthcare Administration, or a related field. - Minimum of 3 years of experience supporting public health surveillance, epidemiology, healthcare data collection, or public health program operations. - Experience abstracting and reviewing medical records in hospital, clinical, or public health settings. - Knowledge of congenital defects surveillance, maternal and child health programs, or developmental disabilities initiatives. - Experience working with electronic health records and health information systems. - Ability to conduct site visits and engage effectively with healthcare facility personnel and external stakeholders. - Strong organizational, analytical, and communication skills. - Proficiency with Microsoft Office Suite and data management systems. Preferred Qualifications - Experience supporting the CDC's Metropolitan Atlanta Congenital Defects Program (MACDP) or similar birth defects surveillance initiatives. - Experience working with prenatal, birth, and postnatal surveillance data. - Experience collaborating with state health departments and public health agencies. - Familiarity with neonatal abstinence syndrome (NAS) surveillance and reporting activities. - Knowledge of public health surveillance methodologies, quality assurance processes, and data governance requirements. - Experience supporting CDC, HHS, or state public health programs.
