Overview At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Responsibilities Responsible for the oversight and implementation of all business processes utilized in the management and operations of assigned Directorate(s) including: financial forecasting, budgeting, business analysis, and financial performance. Performs trend analysis of financial indicators and communicates to senior management direction on financial risk areas, performance assessment, business implementation and strategy impacts. Provides validation of Directorate(s) goals associated with Sales, BV, FTEs and Net Income. Responsible for the processes and procedures associated with the full funding cycle, proposal to project close-out. Establishes internal controls to reduce risk associated with business operations. Ensures compliance with accepted accounting methods, government regulations and internal policies and procedures. Provides business interface to clients and other Battelle managed laboratories. The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL. This position requires onsite work a minimum of two days per week. When working remotely, PNNL employees are expected to maintain the same standards, requirements, and expectations of staff working onsite. When working remote, staff should be ready to go onsite on short notice to meet business needs. Responsible for performing professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Responsible for adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported. - Serves as a consultant to management on financial strategies to achieve organizational and lab level vision - Develops annual budgets and projections for key organization performance metrics including overhead budgets, FTEs, and pool recovery. Submits rate calculations and annual budgets for business and strategic planning to the cognizant Business Manager for approval. - Develops and analyzes financial forecasts and trends; evaluates financial status of direct and indirect budgets as well as overhead recoveries; issues summary reports; makes recommendations for corrective actions if necessary. - Conducts monthly reviews of overhead costs and recoveries and FTE performance; provides documentation for rate revisions and adjustments of budgets. Presents overall impacts and recommendation of potential options/alternatives for management approval. - Ensures financial transactions comply with accounting policies and practices by conducting financial reviews and approval of appropriate source documents. - Provides guidance/training for M &O staff on financial policies and procedures, appropriateness of costs, and proper charging guidelines; communicates changes in accounting procedures. - Performs special projects as assigned by Laboratory and BSD management. Demonstrates leadership by translating strategy into specific goals and objectives. Works on unusually complex problems and provides solutions which are highly innovative and ingenious. Identifies opportunities and risks and makes recommendations affecting organizational or Lab strategy. Recognized by managers and peers as competent. Having wide-ranging experience, uses professional financial and accounting concepts and organizational objectives to resolve complex issues in creative and effective ways. Ability to balance long-term strategic goals with short-term priorities and network across management systems. Ensures an effective system of internal controls exists for assigned operations. Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting financial and accounting methods, techniques and evaluation criteria for obtaining results. Qualifications Minimum Qualifications: - BS/BA and 7 years of relevant experience -OR- - MS/MA or higher and 5 years of relevant experience Preferred Qualifications: - Bachelor ’s degree in Accounting, Finance, or Business Administration and 8+ years of relevant experience. - Advanced degree and 6+ years of relevant experience. - Knowledge of PNNL financial/accounting systems and software programs. - Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines preferred. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
