This position requires the candidate to be able to obtain a Public Trust. The position is remote. Provides expert-level business analysis and process optimization support for the Indian Health Service (IHS) PMO Operations. This role is responsible for driving efficiency and effectiveness within a complex government healthcare environment, with a primary focus on improving workflows, systems, and procedures. The Business Analyst Level III will be a key resource in helping the organization implement a new electronic health record, requiring a deep understanding of both functional and technical aspects of healthcare IT. Qualifications - A Bachelor's degree in Business Administration, Information Systems, Healthcare Management, or a related field is required. - An advanced degree is strongly recommended to support the complex strategic and operational aspects of this role. Requirements - 7-10 years of experience in business analysis, process improvement, or project management within healthcare management or operations. - Demonstrable experience helping large organizations, particularly government entities, implement major IT solutions such as an electronic health record. - A proven track record of working successfully in a government contracting environment is strongly encouraged. - Experience in process optimization, requirements gathering, and stakeholder management in a large-scale, enterprise-level setting. - Proficiency in business analysis and project management tools, with a strong understanding of applications like Microsoft Project and process mapping software like Visio. • Elicit, document, and manage business and functional requirements for authentication and identity workflows including login, multi-factor authentication, account recovery, and credential consolidation • Analyze and map current-state identity journeys, documenting pain points, embedded business logic, and integration dependencies • Translate requirements into user stories, process flows, and functional specifications consumable by engineering and architecture teams • Partner with identity architects, UI developers, and security engineers to validate that solutions meet business and compliance requirements • Support the design and documentation of the identity Abstraction Layer, ensuring application team requirements are captured and reflected in the vendor-agnostic integration model • Facilitate working sessions and workshops with business and technology stakeholders to surface requirements and drive alignment • Maintain a requirements traceability matrix and ensure requirements are tracked through delivery • Identify gaps, risks, and dependencies across workstreams and escalate appropriately • Produce clear, well-organized documentation including BRDs, user stories, process maps, and meeting summaries
