Cost and Tariff Analysis Officer

Role Description Vous pilotez des dossiers variés d’analyse de coûts et tarifs et de modélisation. Vous devez réfléchir au cadre conceptuel et au choix des méthodes utilisées pour chaque cas en fonction des circonstances et des enjeux de régulation. - Menez des analyses quantitatives et développez des modélisations (d’un tableur excel à un modèle géographique sophistiqué). - Défendez et poussez les positions de l’Arcep sur les méthodes retenues et leurs incidences par des échanges approfondis avec les autres régulateurs européens et la Commission Européenne. - Intervenez sur des dossiers variés par leur nature et par le type de réseaux régulés. - La régulation tarifaire de l’Arcep s’applique aux nouveaux réseaux de fibre optique et aux infrastructures de génie civil sur lesquelles ils s’appuient. - Elle s’applique également au réseau cuivre historique dont la fermeture nationale est en cours et présente des enjeux de régulation inédits, propres à la fin d’une technologie. - Travaillez en lien étroit avec les unités de l’Arcep en charge de la régulation des différents réseaux ainsi qu’avec les directions juridique et Europe et international. - Développez une compréhension concrète et fine de ce qu’est la régulation dans un secteur en pleine mutation. Qualifications - Formation supérieure (école d’ingénieur ou autre formation...) et/ou une expérience vous ayant donné l’habitude de raisonner sur des données chiffrées. - Intérêt pour les enjeux économiques des réseaux télécoms et de leur régulation. - Appétence pour les analyses chiffrées et les modélisations, notions en économie ou en finance d’entreprise. - Bonne maîtrise d’Excel et des outils bureautiques usuels. - Capacité à se former à l’utilisation d’outils informatiques tels que des scripts (une familiarité avec l’exécution de modèles, le maniement de données de masse - Python/R - ou la programmation - Java - serait un atout). - Capacités de mémorisation et de suivi au long cours des dossiers. - Capacités d’analyse et de synthèse, de réflexion, rigueur, autonomie, respect des délais, aisance rédactionnelle et maîtrise de l’anglais (écrit et oral), esprit d’initiative et goût du travail en équipe.
