Procurement Analyst

• Track expenditures, manage procurement cycles, and ensure compliance with DoD acquisition regulations, including DFARS and FAR. • Perform market research to identify cost-effective procurement strategies and recommend optimizations for supply chain efficiency. • Submit the Procurement Compliance & Cost Efficiency Review, analyzing expenditure trends, contract execution, and budget adherence. • Administer chargeback arrangements—subject to approval by the Government PM and COR—either within this Work Order or through the provisioning Work Order, based on the designated funding strategy and contract alignment. • Document all chargeback activities in the centralized license and services ledger to support program-wide visibility and audit readiness. • Coordinate with all active Work Orders to track, validate, and consolidate software and service license requirements across the program; including but not limited to licenses for GIS tools, data catalogs, CI/CD platforms, and dashboard/reporting tools. • Support budgeting, documentation, and usage monitoring for all chargeback arrangements.
Job Requirements
- Bachelor's degree in Finance, Business Administration, or a related field, or; Four (4) years of equivalent experience in procurement analysis.
- Knowledge and capability to track expenditures, manage procurement cycles, and ensure contract compliance with DoD acquisition policies.
- Proficient in data analysis, cost forecasting, and procurement workflow optimization.
- Strong attention to detail and record-keeping skills are required.
- Demonstrated expertise in the DFARS and FAR processes for procurement, managing purchase orders, tracking procurement performance metrics, and ensuring budget alignment with operational requirements.
- Experience with acquisition software, federal procurement databases, and financial tracking tools to support compliance with DoD acquisition regulations.
- Experience in cost estimation, contract analysis, and procurement audits is required.

• Lead marquee negotiations for power-to-heat utility tariffs and energy service agreements across US markets, including novel tariff structures, custom rate arrangements, and non-standard commercial terms. • Drive power-to-power origination, including negotiating MOUs, term sheets, and off-take agreements with hyperscalers, utilities, and other large-load customers. • Architect first-of-kind deal structures tailored to Antora's unique load profile flexible, dispatchable thermal energy storage navigating ambiguity where precedent doesn't exist. • Serve as the primary escalation point for deal team members when negotiations encounter novel risks, counterparty resistance, or deviations from established playbooks. • Coordinate with Finance, Legal, Policy, and Engineering to align commercial terms with project economics, risk appetite, and technical constraints. • Mentor and develop 3-4 deal leads (Manager-level) across their utility negotiations, providing coaching on negotiation strategy, counterparty management, contract redlining, and commercial judgment. • Establish and maintain deal standards: term sheet templates, negotiation playbooks, deviation thresholds, and risk escalation frameworks that enable the team to execute efficiently while maintaining quality. • Conduct regular deal reviews, providing substantive feedback on models, redlines, and negotiation positioning; raise the bar on the quality of decision memos and internal deal presentations. • Build a culture of commercial rigor ensuring the team can articulate the "why" behind every material term and defend Antora's positions with data and market context. • Build and maintain senior-level relationships with utility executives, regulatory stakeholders, and key counterparties across priority ISOs/RTOs.
• Develop/manage the execution of strategic sourcing plans including make vs buy, buy vs buy, or buy to make inputs • Collaborates with key stakeholders to develop and execute tactical and long term strategic sourcing plans for multiple parts and a variety of products within an assigned commodity grouping • Research and identification of suppliers to achieve an effective Supply Chain network design based on quality, lead time, vendor managed inventory and total landed cost • Provides proposal support to the Business Sectors for current programs and new business pursuits • Supplier selection after considering inputs and consulting with a cross functional team through a Supplier Selection process • Determines when products should be sourced to a single vendor or multiple vendors to mitigate risk • Development of new supplier capabilities/competencies through strategic supplier partnerships
