Role Description The Secretary of the Department of Veterans Affairs (SECVA) tasked the Office of Suicide Prevention (OSP) with reviewing current efforts the Veteran Health Administration (VHA) is undertaking that are effective in reducing Veteran suicide, and to identify innovative initiatives to further reduce Veteran deaths by suicide. A result of this examination is the Veteran Suicide Prevention FY 2026 Strategic Sprints. An enterprise-wide approach is required to streamline increasing interactions, promote alternative methods for chronic pain management, link Veterans with faith-based resources in their communities, and bridge the care coordination gaps between VA and CITC providers. Gritter Francona is looking for a Senior Program Analyst to support this potential effort. - Support VHA in the analysis and evaluation of healthcare program effectiveness. - Conduct program reviews requiring systematic ways of assessing the quality of current and future VHA programs to determine ways to improve programs and measuring success, outcomes, and improvement programs. - Assist VHA in executing program operations to meet the previously established goals and objectives. - Provide input on the program evaluation and improvement of the organization and management of projects and programs to increase productivity/program performance. - Assist VHA in the identification of program resources and assist in the development of program reports. Qualifications - Bachelor's degree. - Minimum 8 years experience in a large-scale integrated Health Care System and with substantive programs focused on Veterans health care and outreach, preferred. • Function as the first point of contact and first level support for client’s end users, networks, and server issues. • Troubleshoot software, hardware and operating system issues. • Create detailed documentation of incidents. • Provide timely and professional communication with customer contacts. • Multitask on complex, diverse issues. • Monitor customer environments for faults, failures, and performance issues. • Proactively respond to emails, alerts, tickets, and phone calls from customers. • Escalate higher level issues to appropriate resources for in-depth investigation. • Stay current in evolving technologies. • Perform scheduled maintenance including server patching.

• Conduct requirements elicitation sessions with clinical and operational stakeholders to gather, document, and validate functional and non-functional system requirements. • Perform requirements analysis, including traceability from stakeholder needs through system specifications to acceptance criteria. • Develop detailed requirements documentation, user stories, use cases, and process models for clinical informatics applications. • Conduct information modeling activities including data flow diagrams, entity-relationship models, and conceptual data schemas. • Facilitate and participate in user acceptance testing (UAT), developing test scripts, tracking defects, and documenting test results. • Develop and maintain artifact documentation for systems capturing or standardizing health information, clinical data, or life sciences data. • Serve as liaison between clinical subject matter experts and technical development teams to ensure requirements are accurately interpreted and implemented. • Support continuous improvement of clinical informatics systems by evaluating existing processes and identifying gaps or inefficiencies. • Assist in the development of training materials, standard operating procedures, and user guides for health IT systems. • Participate in project status reviews, stakeholder meetings, and deliverable reviews as required by the program.

• Review assigned TEFCA directory entries against authoritative corroboration sources, including NPPES, CMS Provider of Services data, IRS Tax-Exempt Organization Search, RCE/QTF published documentation, and QHIN-provided records. • Apply the approved Task 2 Review Methodology and Control Framework to each assigned entry. • Follow documented decision criteria to classify directory entries as: • T1: Pass • T2: Minor discrepancy • T3: Inexplicable discrepancy • T4: Non-compliant • Research, validate, and reconcile healthcare directory data across multiple reference sources. • Document review findings, evidence, discrepancies, and final dispositions in Jira with a complete audit trail. • Ensure no entry is closed without a recorded disposition and supporting documentation. • Escalate exception-path entries to the Lead Analyst for adjudication. • Flag entries requiring QHIN outreach or additional review. • Participate in Blind QA sampling and quality review activities as assigned. • Maintain consistent review throughput to support weekly and biweekly reporting deadlines. • Support a disciplined, accurate, and repeatable review process across high-volume data sets.
