Role Description JST is seeking a Director of Proposals to support the central office. The Director of Proposals leads and oversees the end-to-end proposal development lifecycle for federal government solicitations. This role is responsible for establishing proposal strategy, managing proposal operations, ensuring compliance with federal acquisition regulations, and delivering high-quality, competitive proposals that support the company's growth objectives. The Director partners closely with Business Development, Capture Management, Operations, Pricing, and Executive Leadership to drive win-ready proposals for federal agencies. This is a full-time remote position. Responsibilities - Direct all aspects of proposal development for federal solicitations, including RFPs, RFQs, IDIQ task orders, BPAs, and GWACs - Establish proposal strategies aligned with capture plans, customer intelligence, and competitive positioning - Lead color team reviews (Pink, Red, Gold, Blue) and ensure incorporation of executive feedback - Serve as the primary authority on proposal best practices, compliance, and quality standards - Oversee proposal managers, writers, coordinators, and consultants to ensure timely, compliant submissions - Develop and maintain proposal schedules, outlines, compliance matrices, and risk mitigation plans - Ensure strict adherence to solicitation instructions, FAR/DFARS requirements, and agency-specific guidance - Manage proposal production, submission, and post-submission activities - Ensure all proposals meet federal compliance requirements and internal quality standards - Conduct compliance reviews and lead final executive readiness reviews - Maintain proposal templates, style guides, past performance repositories, and reusable content libraries - Implement continuous process improvements to increase proposal efficiency and win probability - Partner with Business Development and Capture to support early opportunity shaping and bid/no-bid decisions - Coordinate with Pricing, Contracts, Legal, HR, and Technical SMEs to integrate accurate and compelling content - Advise executive leadership on proposal risks, strengths, and win strategies - Build, mentor, and manage a high-performing proposal team - Identify staffing needs, manage workloads, and allocate resources across concurrent proposals - Manage proposal budgets, external vendors, and proposal tools/software Qualifications - Bachelor's degree in Business, Communications, English, Public Administration, or related field - 10+ years of federal proposal experience, including 5+ years in a leadership or management role - Must be proficient in AI tools - Demonstrated success leading complex, multi-million-dollar federal proposals - Deep knowledge of the federal acquisition process, FAR/DFARS, and agency procurement practices - Strong leadership, organizational, and decision-making skills - Exceptional written and verbal communication skills - Federal proposal strategy and execution - Leadership and team development - Compliance and risk management - Executive communication and influence - Process improvement and operational excellence - Fast-paced, deadline-driven environment - Ability to manage multiple, concurrent proposal efforts - Occasional extended hours during proposal deadlines Preferred Qualifications - Master's degree (MBA, MPA, or related field) - APMP certification (Foundation, Practitioner, or Professional) - Experience with both civilian and DoD agencies - Familiarity with proposal automation tools and content management systems Requirements - MUST be able to successfully pass a drug and background check
