• Partner with business and technology leaders to shape program vision, scope, success metrics, and multi-year roadmap. • Translate strategic goals into a sequenced portfolio of projects and workstreams, with clear sequencing, dependencies, and outcomes. • Make reaccommodation on program scope, sequencing, and resource allocation within agreed guardrails; negotiate trade-offs directly with senior stakeholders. • Define and track business value and outcome metrics for the program - not only on-time and on-budget delivery, but adoption, performance, and impact against business goals. • Establish benefits realization plans and partner with business leaders to measure achievement of expected outcomes following implementation. • Own program budget planning, forecasting, and accountability in partnership with Finance. • Maintain an integrated view of the program over time, anticipating future phases and dependencies. • Orchestrate multiple concurrent workstreams within the program, owning integrated plans, sequencing, and cross-workstream dependencies. • Directly run the day-to-day project management for workstreams within the program, including intake, planning, requirements gathering, risk and issue tracking, testing, deployment, and handoff to operational teams. • Oversee the integrated delivery of additional related projects through assigned project managers. • Facilitate sprint ceremonies (standups, planning, retrospectives) and partner with business analysts and technical leads to refine and prioritize backlogs. • Identify and mitigate program-level risks; proactively escalate when intervention is needed. • Maintain accurate program status, reporting, and budget tracking across all workstreams. • Lead through influence in a matrixed environment, including functionally leading and coordinating cross-functional program teams - project managers, business analysts, engineers, and external vendors. • Direct the work of external vendors and agency partners on program deliverables. • Serve as the primary point of contact and trusted advisor for executive sponsors, business partners, and external vendors within the program. • Lead executive steering committees and governance forums, preparing decision materials and facilitating resolution of strategic issues. • Coordinate change management, adoption, and communications planning across affected divisions so that new platforms and ways of working land successfully. • Anticipate and surface organizational impacts of program decisions; build coalitions to address them. • Communicate program health, progress, decisions, and tradeoffs to audiences ranging from working teams to the Leadership Team. • Contribute lessons learned, templates, and standards back to the Technology PMO; help mature UUSA's program management practice. • Apply and refine UUSA's project and program governance, tools, and methodologies at the program level. • Conduct post-phase reviews to assess what worked, identify root causes when things did not, and improve future delivery.
Job Requirements
- Bachelor's degree required, Master's preferred, and 8+ years of experience leading enterprise technology programs and directly running the underlying projects in matrixed environments.
- Demonstrated success leading multi-year, cross-divisional technology initiatives end-to-end, from shaping the program through tactical delivery and adoption.
- Comfortable operating at both strategic and tactical levels - able to move from an executive roadmap conversation to facilitating a sprint standup the same day.
- Strong influence-without-authority skills; able to lead senior stakeholders, peers, and external partners toward shared outcomes.
- Expertise across both Agile and traditional project and program management methodologies, with the ability to blend them appropriately.
- Analytical thinker and problem solver able to navigate ambiguity and shifting priorities, bringing structure without imposing rigidity.
- Experience leading change management and driving adoption of new platforms or ways of working.
- Excellent communication and stakeholder management skills across all levels of an organization.
- Working AI literacy - comfortable using AI tools to accelerate program work (e.g., synthesizing status across systems, drafting communications, analyzing data) and able to thoughtfully evaluate AI-enabled solutions as part of program delivery.
- Experience using Jira, Confluence, or comparable tools to track and manage technical workstreams.
