Job Description

GSA Schedule, Federal Contracts Manager

Lynker

• Owns and manages the organization's GSA Schedule contract(s) and serves as the primary internal resource for federal contract administration, regulatory guidance, and bid protest support. • Ensure the organization maximizes its GSA vehicle while maintaining strong contractual and procedural standing across all federal contracting activities. • Manage and oversee: Contract modifications (pricing, SINs, terms), Option renewals and mass modifications, Schedule scope determinations and ordering guidance. • Ensure adherence to GSA sales reporting, IFF, disclosures, and administrative requirements. • Support Industrial Operations Analyst (IOA) assessments, audits, and contracting officer inquiries. • Advise internal teams on Schedule scope, ordering procedures, and vehicle utilization. • Provide internal procedural and substantive support for: Agency-level protests, GAO bid protests, Corrective action engagements. • Draft, coordinate, and review: Protest filings and supplemental submissions, Agency responses and correspondence, Status reports and declarations. • Support contract claims, disputes, and REAs under the Contract Disputes Act (CDA). • Serve as primary internal point of contact and coordinator for outside counsel. • Interpret and apply FAR, GSAM, and applicable agency acquisition supplements. • Advise leadership and program teams on contract rights and obligations, regulatory risk, and contractual posture. • Review solicitations for contractual and regulatory considerations prior to proposal submission. • Support debrief analysis and protest risk assessments. • Ensure proposed approaches align with GSA Schedule scope and FAR/GSAM requirements.

Job Requirements

  • Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
  • 6+ years of experience supporting federal contracts, compliance, or government procurement
  • Demonstrated experience with: GSA Multiple Award Schedule (MAS) administration
  • Contract modifications, renewals, and CO engagement
  • Working knowledge of: FAR and GSAM
  • Federal acquisition processes and task-order contracting
  • Experience supporting one or more of the following: Agency-level or GAO bid protests
  • Contract audits (e.g., GSA IOA, OIG)
  • Claims, REAs, or CDA-related matters
  • Strong written and analytical skills, including the ability to draft and review compliance and protest-related documentation
  • Ability to coordinate with internal stakeholders and outside legal counsel

Role Description As a Tax Senior Manager on Avalara's Global Tax team, you will report to the Indirect Tax Director and focus on Avalara's indirect tax compliance function. Your work spans US state and local indirect taxes, Canadian and UK indirect taxes, property taxes, and other non-income tax matters. You will have hands-on responsibility for compliance, tax accounting, audit defense, and collaboration. The Tax Senior Manager can be remote within the United States. This is an individual contributor role with no direct reports. #LI-Remote Responsibilities - Lead the global indirect tax accounting and compliance lifecycle, including maintaining indirect tax general ledger accounts, ensuring accurate indirect tax filings, and making tax payments. - Be the primary reviewer of calculations, forms, and other information related to indirect taxes, including property, sales, gross receipts, use, franchise, and digital service taxes. - Manage global external tax service providers and supply them with complete and accurate information. - Lead indirect tax audits, including coordinating responses, communicating directly with auditors, gathering and reviewing supporting documentation, and maintaining audit files and correspondence records. - Work across time zones with global stakeholders, including other teams, service providers, and tax authorities. - Evaluate existing indirect tax processes with a focus toward improvement; identify opportunities to enhance efficiency, accuracy, and scalability through better workflows, automation, or technology. - Research indirect tax technical issues, documenting facts, issues, and conclusions completely. - Oversee the impact of evolving indirect tax laws and regulations, keeping stakeholders informed and processes aligned. - Implement tax-related internal controls and maintain internal control documentation. - Support payroll tax technical matters and create or review state income tax apportionment computations, where needed. Qualifications - Bachelor's degree in Accounting, Finance, or related field; CPA or advanced degree (MST/JD/LLM). - 7+ years of relevant experience in public accounting and/or in industry, with meaningful exposure to US indirect tax compliance. - Hands-on experience with US state and local indirect tax, including sales and use tax compliance, tax accounting, audit defense, and taxability analysis; familiarity with GST and VAT. - Experience identifying opportunities to improve existing processes to produce a more efficient and accurate indirect tax compliance function. - General familiarity with US GAAP financial reporting concepts, including the ability to prepare journal entries, account reconciliations, and supporting schedules following standard accounting principles. - Research, analytical, and documentation skills. - Proficiency in Excel and comfort working with large volumes of structured data; familiarity with general ledger systems and tax compliance technology, including Avalara products and NetSuite. - Experience explaining indirect tax requirements and positions to non-tax stakeholders. Pay Range Details - Colorado: $136,400-$225,000 (annually) - Washington: $136,400-$248,600 (annually) - California: $136,400-$272,500 (annually) - NYC: $165,100-$272,500 (annually) The pay range above is the general base pay range for a successful candidate in the state listed.
