Job Description

Director, Insurance Product Filing – Lifecycle Management

• Manage insurance product execution calendar from design translation through filing, implementation, and ongoing optimization; operate as the hub of the department PMO activities • Ensure agreement between product intent, regulatory requirements, and operational outputs in partnership with the Strategic Programs Organization • Partner with insurance product leadership to translate strategy into relevant execution plans • Promote performance tracking and process improvement • Implement insurance product-specific ACA filing components across Oscar's markets • Oversee development of important artifacts (e.g., PBT, SOB, SBC, and benefit documentation) through internal systems • Coordinate inputs to ensure filing readiness and timeline adherence • Manage responses to regulatory objections and escalations • Manage QA frameworks, validation processes, and quality standards for product execution and filing outputs • Establish execution rhythms, milestones, and governance across the lifecycle • Promote process standardization and continuous improvement • Resolve risks, dependencies, and data inconsistencies • Implement reporting to track progress, risks, and performance • Oversee production readiness and release schedules for filing outputs • Enforce controls (e.g., freeze windows, change governance) during critical periods • Manage version control standards to ensure outputs are accurate and traceable • Be an escalation point for vendors supporting product execution and QA, managing performance and delivery • Be the central execution hub across Insurance product and other leaders • Improve agreement on priorities and timelines; lead implementation forums and issue resolution • Lead team members responsible for product execution and QA • Set priorities, performance expectations, and staffing / developmental plans • Build team capabilities in product execution, regulatory understanding, and operational excellence • Lead end to end regulatory QHP filing execution and ensure accurate, compliant, and submissions • Establish execution rhythms, track milestones, surface risks, and lead issue resolution • Support leadership decision-making with clear updates and recommendations • Mentor and lead associate level execution staff • Compliance with all applicable laws and regulations • Other duties as assigned

Job Requirements

  • 10+ years of experience in insurance product (IFP and Small Group) execution, regulatory filings, and related roles
  • 5+ years experience managing people
  • 5+ years hands-on experience with health insurance regulatory filing processes, specifically ACA and state specific regulatory filings / environments
  • 4+ years of proven experience leading complex QA and production workflows
  • 4+ years experience of understanding of controls, documentation standards and version management
  • 3+ years of experience operating in close partnership with senior leaders, supporting execution through planning, prioritization, and operating rhythm
  • 3+ years project management experience, managing complex partner calendars, forums, and meeting rhythms to ensure critical work progresses
  • 3+ years of experience managing third-party vendors
  • Willingness to travel up to 25% of the time.

(BCA) and the creditor client BCA Financial Services, Inc. is seeking detail-oriented full-time Insurance Claim Collectors with a minimum of 2 years medical insurance billing and claims follow up experience. Essential Functions: - Receive inbound and make outbound calls regarding insurance related matters and maintain clear and concise documentation of all attempts and/or contacts directly on the computerized collection system - Research and analyze accounts by gathering records and examining historical data, using intuition and experience to compliment data with the goal of resolving obstacles to payment - Verify insurance through a variety of mediums such as outbound phone calls and insurance websites to verify benefits - Review assigned claims working within the established productivity standards for timely follow-up, maintain and update all accounts to reflect current information - Perform appropriate account activity by contacting managed care, governmental and commercial insurance carriers to affect payment on claims - Identify payor trends in payment delays and escalates issues to appropriate personnel - Answer all inquiries from consumers promptly; attempt to resolve consumer concerns by inquiring as to specific issues and clarifying those issues - Use relevant information and individual judgment to determine whether events or processes comply with company and client expectations as well as all relevant local, state and federal regulations - Maintain established productivity standards and meet performance standards on a consistent basis - Demonstrate a strong working knowledge of, and comply with, the Health Insurance Portability and Accountability Act (HIPAA) and all other statutes, laws and regulations pertinent to the collection industry as well as industries served Requirements Qualifications: - High school diploma or equivalent - Minimum of 2 years working in a healthcare revenue cycle environment with a concentration in the areas of insurance billing and collections - Advanced knowledge of the healthcare insurance environment to include managed care, governmental and commercial insurance carriers as well as a myriad of reimbursement methodologies specific to provider contracts (fee schedule, per diems, percentage of total charges, etc.) - Advanced awareness of the various codes used when filing health insurance claims.
