Role Description The Health and Reentry Project (HARP) is seeking a Senior Technical Assistance Associate to manage multi-state technical assistance projects that improve access to health care for people leaving incarceration. This role will provide expert guidance to state health and correctional agencies implementing Medicaid 1115 reentry demonstration waivers and manage staff activities to provide and ensure high-quality TA delivery. The Senior Technical Assistance Associate will contribute to HARP’s mission by translating policy into actionable strategies and ensuring technical assistance initiatives are timely, responsive, impactful, and scalable. The Senior Technical Assistance Associate will report directly to the Director of Technical Assistance. - Subject Matter Expertise: Provide subject matter expertise on Medicaid policy and/or criminal justice and correctional health systems through 1:1 and cohort technical assistance to states. - Project Management: Manage multi-state technical assistance projects from conception to implementation, including traveling to clients on site. - Task Management: Oversee tasks of mid- and junior-level staff, fostering professional growth and high-quality TA delivery. - Technical Assistance Delivery: Provide 1:1 and cohort technical assistance in the field to state health and correctional agencies on Medicaid policy and/or correctional health systems. - Identify Issues and Opportunities: Collaborate with state health and correctional agencies and the HARP team to identify and prioritize technical assistance needs and opportunities. - Policy and Operations Analysis and Translation: Help states implement Medicaid 1115 reentry demonstration waivers by analyzing key policies and translating policy guidance into on-the-ground operations. - Resource Development: Develop toolkits, guidance materials, and other operational resources for state health and correctional agencies and other partners. - Stakeholder Collaboration: Build and maintain strong relationships with key stakeholders, state and local health and criminal justice agencies, community organizations, and national partners. - Evaluation and Learning: Monitor and assess TA effectiveness, using data to guide improvements.
