The Opportunity WSDOT is seeking an experienced and collaborative Environmental Compliance Lead to support the agency's mission and implementation of streamlined regulatory processes and environmental compliance requirements in accordance with RCW 47.85. This position will serve as a statewide lead and subject matter expert for environmental commitments and construction compliance, supporting workforce development, customer service, compliance performance analysis, environmental policy development, and contract language coordination for capital construction projects. The Environmental Compliance Lead will also lead training efforts, manage and evaluate statewide compliance data and the Commitment Tracking System (CTS), collaborating with environmental and construction partners to support project delivery methods, and developing policies and procedures that ensure compliance with environmental requirements and state regulations. Our top candidate will possess strong skills to interpret and apply environmental compliance requirements across complex transportation projects. What to Expect This position occasionally performs outdoor work in the field. Specific hazards may include inclement weather and muddy/uneven/water terrain. Among the varied range of responsibilities held within this role, the Environmental Compliance Lead will: - Serve as a support resource to regional and modal customers for tracking and managing commitments, noncompliance tracking and reporting, and how to use CTS. - Respond to requests for information and provide general environmental commitment and compliance support to assist with WSDOT project delivery, maintenance, and communication. - Develop, deliver, and support workforce development related to contract language for all project delivery methods, so WSDOT employees and consultants who are responsible for developing, reviewing, and executing contract language have the knowledge necessary to implement those policies and procedures effectively and consistently. - Facilitate Environmental Compliance Construction Forum and CTS Office Hour. - Regularly engage the Environmental Coordinator Roundtable (ECR) meetings and webinars with updates on environmental compliance streamlining tools, contract language, and CTS for WSDOT staff and consultants. - Assist with the development, delivery, continuous improvement, and support workforce development related to environmental compliance for all project delivery methods with a Design Bid Build emphasis so WSDOT employees and consultants. Qualifications To be considered for this opportunity, the following competencies are required: - Environmental Regulatory Expertise: Demonstrated professional knowledge of federal, state, and local environmental laws, regulations, policies, and procedures affecting transportation or large infrastructure projects. Skills to work closely with stakeholders to understand data needs and analyze datasets. - Construction Environmental Compliance: Advanced knowledge of environmental compliance in the field for transportation projects.
