Role Description GovCIO is seeking an experienced Infrastructure Subject Matter Expert (SME) with deep expertise in enterprise infrastructure engineering, optimization, automation, and Service Integration and Management (SIAM) to support the Department of Veterans Affairs (VA) Office of Information Technology (OIT). In this role, you will collaborate closely with senior OIT partners, architects, program leadership, operations teams, business stakeholders, and service providers to assess, optimize, and modernize VA’s hybrid infrastructure environment. This role will provide hands-on technical leadership across infrastructure optimization, KPI reporting, resilience planning, automation, and SIAM framework implementation to ensure VA’s infrastructure is secure, scalable, resilient, efficient, and aligned with enterprise modernization objectives. This position is fully remote, located in the United States. - Develop a deep understanding of VA’s hybrid infrastructure environment, business operations, IT service delivery model, and modernization initiatives. - Conduct comprehensive infrastructure assessments and baseline evaluations to identify inefficiencies, risks, gaps, and improvement opportunities. - Design and implement infrastructure optimization strategies across power and cooling systems, resource utilization, capacity management, lifecycle management, and operational performance. - Develop and maintain the Strategic Infrastructure Optimization Plan (SIOP) and support 12–24 month modernization roadmap planning. - Implement automation for configuration management, patching, monitoring, orchestration, and operational workflows. - Perform cost impact analysis and ROI assessments for infrastructure optimization and modernization initiatives. - Support disaster recovery readiness, resilience testing, DR test planning, after-action reporting, and audit-ready documentation. - Build and maintain real-time KPI dashboards using Power BI or equivalent tools to support executive visibility and data-driven decision-making. - Deliver monthly executive summaries, quarterly optimization reviews, KPI data dictionaries, and metric frameworks. - Support KPI automation and data accuracy goals, including automated reporting, metric validation, and performance tracking. - Maintain enterprise risk registers, compliance audit artifacts, control traceability documentation, and infrastructure compliance reports. - Conduct SIAM current-state assessments and gap analyses across vendors, ITSM processes, governance structures, and service delivery models. - Support development of SIAM governance frameworks, operating models, policies, Integrated Service Management plans, service workflows, process maps, service catalogs, and SLA/OLA alignment. - Support ITSM tool configuration, workflow automation, integration activities, and multi-vendor service coordination. - Drive continuous service improvement initiatives, service improvement plans, performance monitoring, reporting, risk management, and compliance artifact tracking. - Develop automation runbooks, orchestration pipelines, operational logs, and technical documentation. - Support emerging technology pilots, innovation initiatives, and quarterly technology refresh recommendations. - Present technical findings, optimization strategies, risks, and recommendations clearly to both technical and non-technical stakeholders. - Document and report on value delivery across infrastructure and SIAM initiatives to demonstrate impact and drive informed decision-making. Qualifications - Bachelor’s degree in Computer Science, Information Systems, Information Resource Management, Engineering, or a related field. Equivalent professional experience may substitute for a degree. - 12+ years of experience in enterprise infrastructure engineering, infrastructure operations, or technical management within complex IT environments. - Deep experience supporting hybrid infrastructure environments, including cloud and on-premises systems. - Strong background in infrastructure optimization, automation, orchestration, performance monitoring, KPI reporting, and operational improvement. - Experience conducting infrastructure assessments, baseline evaluations, risk analysis, and modernization planning. - Experience supporting ITSM, SIAM, or multi-vendor service delivery environments. - Demonstrated ability to develop technical documentation, dashboards, executive reports, process workflows, runbooks, and governance artifacts. - Strong understanding of disaster recovery, resilience planning, compliance documentation, and audit readiness. - Exceptional written, verbal, and visual communication skills, tailored to diverse audiences and stakeholder groups.
