Deputy Director of Financial Services

Role Description The City of Saint Paul is seeking a Deputy Director for the Office of Financial Services (OFS) to play a key role in shaping the future of the Finance Department and the City of Saint Paul. - This position will serve as the operations manager for the department, working to improve delivery of core financial services, and support OFS staff recruitment, development, and retention. - Supervision of 20 FTEs responsible for accounting, ERP finance system management, and citywide grants management. - In the Director’s absence, the Deputy Director represents the department in meetings with City staff, Council Members, and external partners. - Other key responsibilities include: - Supporting the annual financial reporting and audit process. - Overseeing the departmental budget and month-end close activities. - Managing electronic payment processes. - Assisting with implementation of the department’s strategic plan. Qualifications - A bachelor's degree and seven years of experience managing financial programs or systems. - Four years of the required experience must include: - Supervising employees. - Conducting assessments of complex organizational issues. - Planning organizational strategies. - Leading complex projects. - NOTE: A master’s degree can substitute for two years of experience. - A combination of education and experience to equal eleven (11) years or more can be used to qualify for the position. The Senior Director of Rapid Deployment Services is a senior strategic leadership role responsible for setting the direction, scaling the operating model, and overseeing the execution of rapid-deployment support services for large, complex data center projects. This leader is accountable for delivering high-impact, mission-critical solutions across multiple concurrent sites, ensuring operational readiness, service excellence, and consistent performance in fast-paced, high-growth environments. This role serves as the executive client partner for key accounts and as a senior internal leader who aligns operations, supplier strategy, and commercial priorities to achieve business objectives. The ideal candidate brings a strong blend of project management, operational discipline, executive presence, financial acumen, and business development capability, with the ability to lead through ambiguity, influence across functions, and build scalable solutions that support long-term growth.
