Role Description Advanced Management Strategies Group (AMSG) is seeking a mid-level Technical Specialist to support program integration services for the U.S. Coast Guard under the Chief of Staff (CGCOS), in the Deputy Commandant for Operations (DCO), and Deputy Commandant for Systems (DCS). The candidate will support a broad range of full life cycle management within the Inter/Intra Agency Agreement (IAA) arena and assist in the preparation, execution and management of the full life cycle of Interagency Reimbursable Work Agreements (IRWA’s) and Assisted Acquisitions, including: - Documentation requirements - UDO management - Performance & receipting requirements The candidate will use a combination of, but not limited to, the following systems: - USCG Financial Systems Modernization Solution (FSMS) - General Ledger (GL) - Acquisitions Performance Management System (APMS) - U.S. Treasury’s G-Invoicing system Additionally, the candidate should be familiar with: - Intragovernmental (IGT) Buy/Sell transactions - Appropriations law - Various federal authorities governing IAA transactions - Current Department of Homeland Security (DHS)/USCG policy and procedures governing IAA transactions The Technical Specialist will manage the complete lifecycle of financial transactions between government agencies. The primary goal is to ensure all financial operations are efficient, compliant, and accurately reported. Key Responsibilities include: - Transaction Management: Act as the lead contact for clients, guiding them through the entire process of intra-governmental agreements, from initiation and funding to performance tracking and final closeout. - Financial Oversight: Monitor transactions, oversee the receipt of goods and services, and manage and reconcile outstanding financial obligations to ensure records are accurate and up-to-date. - System and Data Integrity: Troubleshoot and resolve discrepancies within financial systems. Perform regular reconciliations to ensure data accuracy and integrity across platforms. - Advisory and Compliance: Provide expert advice to staff and program managers on financial policies, procedures, and best practices to ensure compliance and improve transaction efficiency. Qualifications - Federal Finance Experience: Must have a strong background in federal financial management, resource management, or federal acquisition. - System and Platform Expertise: Experience with the U.S. Treasury's G-Invoicing platform is required. Familiarity with other federal financial systems (like ERPs). - Regulatory Knowledge: Understanding of federal financial laws and regulations. - Core Skills: Strong analytical, problem-solving, and communication abilities. Requirements - Proven experience in a senior analyst or project management role, preferably within the federal government. - Strong project management skills. - Expertise in Microsoft Office, SharePoint, and the Power Platform. - Familiarity with integrating AI tools for data analysis. - Excellent communication, leadership, and analytical skills. Role Description The Bid Writer/Technical Editor Consultant plays a pivotal role within Government Services International’s Commercial Team. The incumbent in this role will write compelling responses and proposals to complex high-value and strategic opportunities globally. The role requires an excellent writer with a proactive and commercially astute attitude with the ability to prove rapid engagement and support to bids on a short notice. The incumbent will report to the Director of Capture, Government Services International. The role is based in Dubai, while remote arrangements are considered as well from select countries depending on time zones and other requirements. Duties and responsibilities: - Bid Writing: - In close collaboration with the Sales Distribution, Bid and Commercial Teams, Subject Matter Experts and all other relevant internal stakeholders, draft bid narratives, concept notes and outreach products in alignment with customer guidelines. - Ensure proposals are coherent, persuasive, technically sound, and responsive to evaluation criteria and client-specific requirements. - Collate a high volume of information - often delivered from multiple business lines written in many different tones/voices - and incorporate them in proposals clearly articulating complex customer solutions. - Incorporate reviewer feedback and make revisions before bid submission. - Incorporate and clearly articulate in bids all agreed bespoke solutions, value propositions, and win strategies that align with client requirements and organizational objectives. - Stakeholder Engagement: - Effectively develop and maintain partnerships with internal and external stakeholders to ensure adequate information is available for the development of high-quality written products to be delivered to customers. - Collaborate with internal sales distribution, commercial and operational teams to have an ongoing understanding of a robust pipeline of qualified opportunities. - Process and Continuous Improvement: - Identify areas for improvement within the bid and capture processes, driving innovation and efficiency in systems, tools, and procedures. - Drive continuous improvement in proposal quality and effectiveness through mentorship and capacity building - focused on high quality bid writing – provided to relevant internal stakeholders including the commercial team. - Support the existing culture of excellence, ensuring that the company’s externally submitted written products reflect the highest professional standards.
