Proposal Manager, SLED

GuidePoint Security

• Own the complete RFP response process from kickoff through submission. Review RFPs to identify requirements, compliance items, and evaluation criteria—particularly for SLED procurement. Compile vendor and scoping questions, coordinate pricing with Finance and Sales, write custom responses, perform thorough QA reviews, and ensure all submissions meet deadlines and quality standards. • Partner with Marketing, Practice teams, and Vendor Management to create and refine proposal and SOW content. Maintain and optimize our Responsive (formerly RFPIO) answer library and knowledge base. Audit existing templates to ensure consistency and standardization. Identify content gaps and drive creation of reusable, high-quality response materials tailored to SLED requirements. • Build strong internal relationships by providing support, information, and guidance to stakeholders. Act as liaison between Sales, Technical Practices, Marketing, Legal, Finance, and Executive teams. Coordinate subject matter expert contributions and communicate proposal status, process updates, and system changes across the organization. • Assist the team in RFP reporting statistics including win/loss rates, revenue, and lessons learned. Analyze proposal outcomes to identify improvement opportunities and drive continuous improvement in response quality, efficiency, and win rates.

Job Requirements

  • 4-5 years of professional work experience
  • Minimum 2 years in an enterprise-level writing and decision-making role
  • SLED (State, Local, and Education) proposal experience strongly preferred
  • Experience in cybersecurity or technology industry a plus
  • Bachelor's degree with concentration in Professional/Technical Writing, English, or related field preferred OR equivalent related work experience
  • Advanced professional writing, editing, and proofreading skills with proven ability to write clearly and concisely
  • Exceptional time management and organizational skills with ability to handle multiple proposals in a fast-paced environment
  • Customer service driven with strong attention to detail
  • Self-motivated with proven decision-making capability
  • Positive attitude and ability to work both independently and as part of a team
  • Advanced Microsoft Word skills; proficiency with Microsoft Excel and Adobe PDF
  • Familiarity with Google Workspace, Responsive (formerly RFPIO), and Salesforce preferred.

The successful candidate will be cross-trained to support other lines of business, as assigned by management. The Senior Associate will lead and coordinate the associated Proposal Management activities with Sales/Business Development, Senior Management, functional departments, and Contract management. - Coordinate multiple groups and vendors in the preparation of client deliverables. - Develop proposal responses in response to client RFPs and RFIs in various formats as required by our clients (e.g., free form/strategic documents, multi-tab questionnaires, online system submissions). - Develop applicable budgets responses in response to client RFPs and Revisions including, but not limited to mapping and linking UBC internal pricing model to client-specific pricing grids. - Partner with Client Engagement, Subject Matter Experts (SMEs), Operations, and Senior Management in the finalization of program documents, budgets, assumptions, and specifications. - Ensure all client deliverables are accurate. - Attend, participate, and lead meetings as required. - Update proposals and/or sales management tools, systems and/or forms regarding proposal or rebid status as needed. - Build strategy plans to guide internal team time management. - Contribute to Business Development initiatives, such as content library/database builds and maintenance or costing template maintenance. - Partner with the Contract Management team to coordinate hand-off process of final pricing, assumptions, and as applicable, descriptions of services for won business. - Opportunity for cross-training in other service lines and roles/activities. - Other duties as assigned by management.
