Technical Consultant

• Configure software deployments using YAML-based configuration files across GCP environments (Cloud Run, GKE, Cloud Functions, Pub/Sub, etc.) • Translate customer requirements into platform-level configurations, avoiding custom development where native configuration suffices • Build and maintain integration configurations between GCP services and third-party systems using declarative tooling • Manage environment-specific configuration files across dev, staging, and production using version-controlled YAML • Troubleshoot deployment issues, configuration drift, and service connectivity problems in GCP • Work as part of an implementation team including a team lead, developers, QA, and business analysts to deliver against project plans • Participate in customer and partner interactions throughout the project lifecycle — requirements gathering, sprint reviews, UAT, live cutover, and transition support • Serve as a point of contact for support teams handling delivery issues escalated from customers • Train and guide newly onboarded consultants on configuration patterns, GCP tooling, and environment management best practices • Collaborate effectively with teams across US and India time zones

Job Requirements

  • 5+ years of experience in technical implementation, DevOps, platform engineering, or a related configuration-focused role
  • Hands-on experience with Google Cloud Platform services: Cloud Run, GKE, Cloud Functions, Cloud Storage, Pub/Sub, Secret Manager, and VPC networking
  • Strong proficiency writing and managing YAML configuration files — Kubernetes manifests, Helm charts, Cloud Build pipelines, and service definitions
  • Experience with GCP IAM, service accounts, and least-privilege access configuration
  • Familiarity with GCP Deployment Manager or Terraform for infrastructure-as-code configuration
  • Understanding of GCP networking concepts: load balancers, ingress controllers, DNS, and private service connectivity
  • Proficiency with Git and GitHub for version control of configuration files, including branching strategies and pull request workflows
  • Experience with CI/CD pipelines (Cloud Build, GitHub Actions, or similar) for automated configuration deployment
  • Familiarity with container images and Dockerfile basics; experience deploying containerized applications to GKE or Cloud Run
  • Experience with environment management tooling such as Kustomize or Helm for managing configuration variants across environments

Role Description This position is embedded in the Humanitarian Response Department (HRD) Market-based Rapid Response and Recovery (MBRRR) Team. The HRD MBRRR Team is the agency lead for Cash & Market-based Programming and the emergency Food Security & Livelihoods Sectors. As part of this team, you will provide technical advice and support to a range of program design and implementation issues in: - Cash & Markets - Food Security & Livelihoods Your advice, knowledge, and support will contribute to determining how effective, adaptive, and innovative CRS’ Cash and Market-based programming is across the agency. Roles and Key Responsibilities - Support the development and contribute to the implementation of agency-wide strategies, standards, tools, and best practices in relation to Cash and Market Based Programming. - Provide programmatic and operational technical solutions to CP teams, remotely and on-site, for strategic planning. - Contribute to, and in some cases lead, the development of the technical design for proposals. - Support capacity strengthening initiatives in relation to Cash and Market based programming for staff and partners. - Collect and analyze program data, capture, and share lessons learned and best practices. - Contribute to maintaining relationships with donors, peer organizations, and other institutions. - Support Country Programs and partners in strengthening their cash readiness through targeted technical support. Qualifications - Master's Degree in humanitarian assistance, social policy, economics or related field required. - Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO. - Minimum of two years relevant emergency response and field-based experience in cash and market-based programming. - Experienced trainer in CVA Programming. - Knowledge of technical principles and concepts in cash and market-based programming. - Demonstrated experience in designing CVA Programs, particularly for US Government funding. - Knowledge of, and experience in, conducting market assessments and response analysis. - Experience in innovative project design for rapid response with market-based programming. - Experience in proposal development, for government and/or private donors. - Knowledge of capacity strengthening and technical accompaniment best practices. - Experience and skills in networking and relations with donors and partners. Requirements - English required; French, Spanish, Portuguese and Arabic highly desired. - Must be willing and able to travel up to 50%, including at short notice and to emergency situations.
