Senior Payroll Compliance Analyst – PEO

• Monitor and interpret US federal and state PEO-specific regulations, guidelines, registration and licensure laws, ensuring the product remains continuously compliant. • Ensure accurate handling of co-employment payroll tax obligations within the product. • Partner with Product and Engineering teams to build and maintain PEO reporting and compliance specifications into the payroll engine. • Proactively identify, assess, and communicate the compliance impact of new or evolving PEO legislation across US jurisdictions to cross-functional stakeholders, including Product, Legal, and Operations. • Support audit readiness and maintain thorough documentation for PEO-specific regulatory reviews, examinations, and state licensing renewals. • Collaborates with Product Specialists to understand country-specific payroll compliance requirements and translate them into technical specifications for the development of the country’s payroll engine. • Educate Product team on legislation, ensure the correct implementation of technical specifications by the Development team through testing. • Develop and maintain legislative specifications for reports and integrations and ensure new in-country requirements are addressed in product for ongoing compliance.

Job Requirements

  • 4+ years of experience in PEO compliance, with expert-level knowledge of US federal and state PEO regulatory frameworks.
  • Deep understanding of co-employment structures and their associated payroll tax obligations, including FUTA/SUTA treatment, multi-state employer identification, and joint employer considerations.
  • Comprehensive understanding of PEO-specific guidelines, registration, licensing, and reporting obligations, such as initiations and terminations processes.
  • Demonstrated ability to interpret and apply complex PEO-specific regulations with precision, translating regulatory requirements into actionable product specifications.
  • Experience working cross-functionally with Product, Engineering, and Legal teams in a technology or SaaS environment is strongly preferred.

Role Description The Payroll Tax Analyst role assists our business clients to remain compliant with payroll tax agencies (unemployment insurance, state income taxes and local income taxes) in all 50 states and territories.
