Role Description IFDC is preparing to implement an IFAD and Government of South Sudan funded contract focused on strengthening climate-resilient agricultural livelihoods, food security, and market engagement across selected counties in South Sudan. To support the project's pre-inception and start-up activities, IFDC is seeking a qualified Financial Management Consultant with demonstrated experience on IFAD-funded projects. The consultant will conduct a rapid assessment of IFDC's current financial management systems to identify gaps relative to IFAD requirements and provide targeted guidance to ensure readiness for project implementation. Scope of Services The overall objective of this consultancy is to ensure that IFDC's financial management systems comply with IFAD's minimum requirements and that the project is equipped to manage funds accountably and transparently. Specific objectives may include but are not limited to: - Rapid Financial Management Assessment: - Review existing financial management policies, procedures, and manuals; - Assess bookkeeping and financial accounting system including software/tools in use; - Evaluate the chart of accounts and report in alignment with IFAD requirements; - Review internal controls, authorization levels, segregation of duties, and audit trails; - Assess financial reporting processes including formats and frequency of internal and external reports; - Review cash management, banking arrangements, and funds flow mechanisms; - Assess payroll, fixed asset management, and grant management sub-systems where relevant; - Gap Analysis and Guidance: - Prepare a gap analysis mapping current practices against IFAD's minimum requirements for project financial management; - Develop a prioritized, time-bound action plan for addressing identified gaps; - Provide technical guidance on adapting or upgrading IFDC's financial management system to support preparation of IFAD-compliant reporting; - Advise on required updates to financial policies, delegations of authority, and governance documents; - Provide guidance on IFAD's financial reporting calendar and key submission deadlines. - System Design Support: - Draft or revise the project Financial Management Manual covering bookkeeping procedures, internal controls, reporting formats, and audit arrangements; - Support the setup of project-specific accounting modules or cost centers within IFDC's existing system; - Prepare templates for IFAD required financial reports, including Interim Financial Reports; - Advise the selection and terms of reference for external auditors consistent with IFAD audit requirements. - Follow-On Support (As Needed): - Build capacity of IFDC finance staff on IFAD financial management procedures; - Review of the first set of IFAD financial reports (IFRs) prior to submission; - Support during IFAD supervision missions with financial management components; - Conduct periodic compliance reviews and system audits during project implementation. Qualifications - Advanced degree in accounting, finance, public financial management, or a related field; professional certification (e.g., CPA, ACCA) preferred; - Minimum 7 years of professional experience in financial management, with at least 3 years on IFAD-funded or comparable multilateral development bank contracts; - Demonstrated knowledge of IFAD's financial management requirements including the IFAD Project Financial Management Handbook; - Proven experience in developing financial management manuals, chart of accounts, and IFAD-compliant reporting templates; - Familiarity with common accounting software used in IFAD project environments; - Experience in South Sudan/East Africa preferred; - Knowledge of IPSAS or IFRS accounting standards is an advantage; - Strong analytical and report-writing skills in English; - Familiarity with the agricultural development sector is an advantage. • Lead the design and delivery of Azure solutions including landing zones, networking, security and core platform services. • Produce high‑quality technical documentation including High‑Level Designs (HLDs) and Low‑Level Designs (LLDs). • Architect Azure solutions for high availability, disaster recovery and multi‑region scalability. • Deploy and configure Azure services including virtual networks, vWAN, ExpressRoute, VPNs, Azure Firewall, Bastion, NSGs, virtual machines and PaaS services. • Lead or support on‑premises to Azure migration projects. • Implement Infrastructure as Code (IaC) using Bicep and/or Terraform. • Ensure all designs and deliveries align with Microsoft CAF, WAF and internal governance standards. • Design and implement Zero Trust security architectures using Entra ID, RBAC and Privileged Identity Management (PIM). • Apply governance controls including Azure Policy, management groups, tagging and cost management strategies. • Design and implement business continuity and disaster recovery solutions using Azure Backup and Azure Site Recovery. • Provide cost modelling, forecasting and optimisation recommendations, including Reserved Instances, Savings Plans and Azure Hybrid Benefit. • Lead customer workshops and discovery sessions, translating business objectives into effective technical solutions. • Present architectures and recommendations to both technical and non‑technical stakeholders. • Act as a trusted technical advisor throughout the full engagement lifecycle.

The consultant will work to identify potential social, environmental, and climate risks and impacts, and ensure that appropriate preventative, mitigation, and monitoring measures are incorporated into project design and implementation. Specific responsibilities include, but are not limited to: - Rapid SECAP Compliance Assessment: - Conduct a structured review of IFDC's current environmental and social safeguard infrastructure and the project design. - Review of the project's Environmental and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF) and assessment of their alignment with IFAD SECAP standards. - Assess IFDC's existing environmental and social policies, procedures, and management systems against IFAD SECAP requirements. - Review of planned project activities against SECAP's nine standards: biodiversity conservation; resource efficiency and pollution prevention; cultural heritage; Indigenous Peoples; labour and working conditions; community health and safety; physical and economic resettlement; financial intermediaries and direct investments; and climate change. - Identify activities that may cause significant environmental, health, or safety hazards as defined under SECAP, with particular attention to prohibited uses of funds. - Assess IFDC's capacity to implement, monitor, and report on environmental and social safeguards. - Review IFAD's mainstreaming themes that is youth, gender, nutrition, environment, and climate and how they are integrated into the current project design. - Gap Analysis and Guidance: - Prepare a gap analysis mapping current practices and project design against IFAD SECAP requirements and relevant national guidelines for environmental and social impact assessment. - Develop a prioritized, time-bound action plan for addressing identified gaps and strengthening safeguard systems. - Provide guidance on determining appropriate mitigation measures for identified negative social, environmental, and climate impacts. - Advise on the implementation of environmental and social safeguards as defined in the ESMF and RPF. - Provide guidance on procurement implications of SECAP requirements as relevant. - Advise opportunities to maximize development gains by incorporating environmental, social, and climate solutions throughout the project cycle. - System Design Support and Tools Development: - Draft or revise the project's Environmental and Social Management Plan (ESMP) as needed, consistent with the ESMF. - Develop screening tools and checklists for assessing environmental and social risks of project activities at the sub-project or activity level. - Prepare templates and guidance for SECAP implementation quarterly reporting to be submitted to IFAD as required. - Establish procedures for timely reporting of serious incidents related to environmental, social, health, and safety practices, consistent with IFAD's Incident Procedure. - Provide guidance on IFAD's Enhanced Complaints Procedure, including how affected people may file complaints regarding SECAP non-compliance. - Support the development of staff orientation materials on SECAP obligations and safeguard responsibilities. - Follow-On Support (As Needed): - Provide capacity building for IFDC and project staff on SECAP implementation and environmental and social risk management. - Review and quality assurance of SECAP implementation quarterly reports prior to submission to IFAD. - Review periodic safeguard compliance through project implementation. - Advise any project activities that may require updated environmental or social assessments.
