Overview Subcontracts Administrator, Junior LOCATION: U.S. Remote JOB STATUS: Full-time CLEARANCE: Ability to obtain TS/SCI CERTIFICATION: N/A TRAVEL: Less than 10% Astrion has an exciting opportunity for a Subcontracts Administrator, Junior. The Subcontracts Administrator will support both pre- and post-award subcontract administration activities within the internal subcontracts team. This role includes establishing and negotiating nondisclosure agreements, teaming agreements, evaluating subcontractors, closeout activities, agreement modifications, and other subcontract related tasks. The Administrator is responsible for drafting and reviewing subcontractor solicitation packages, proposal evaluations, and conducting various market research and perform due diligence. The position requires strong compliance management with Contractor Purchasing System Review (CPSR) requirements and the Astrion Procurement Manual, as well as maintaining effective communication with both internal and external stakeholders. REQUIRED QUALIFICATIONS / SKILLS - Bachelor’s degree with 0-2 years of government subcontracting or procurement experience. - A Diploma or GED with 2+ years of experience in a related field may be substituted in lieu of a degree. - Experience in subcontracts administration, government procurement, or government property administration supporting U.S. Government subcontracts, Civil, or Commercial clients. - Foundational understanding and experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplements (DFARS). - U.S. citizenship and the ability to obtain a TS/SCI clearance. - Strong written and oral communication skills. - Strong time management and organizational skills. PREFERRED QUALIFICATIONS / SKILLS - Experience in managing and supporting procurement/subcontracts/government property proposals or contracts within a high-pressure, fast-paced environments for Defense, National Security, or Civil federal acquisitions. - Experience with General Services Administration (GSA) schedules, Government-wide Acquisition Contracts (GWACs), and IDIQ contract vehicles. RESPONSIBILITIES - Provide comprehensive pre- and post-award subcontract administration support, including soliciting, evaluating, and executing agreements and modifications. - Assist in review of prime solicitation packages and draft subcontract solicitation packages to support prime proposals. - Assist in performing market research to support price analysis evaluations of subcontractor proposals and write detailed subcontract price analysis narratives for prime contract proposals. - Process nondisclosure and teaming agreements, ensuring timely execution and compliance. - Serve as the primary interface between Astrion and subcontractors throughout both pre- and post-award phases. - Assist with incorporation of appropriate prime contract flow downs, company, and agency provisions into subcontract solicitations. - Assist in subcontract compliance activities, ensuring Contractor Purchasing System Review (CPSR) and the Astrion Procurement Manual requirements are achieved. - Work collaboratively as part of a team, ensuring clear and effective communication with both internal and external clients. - Maintain a subcontracts activity tracker and report weekly to the Subcontracts Manager, as directed. - Trouble shoot and resolve supplier invoice challenges.
