Description The Work: ICF is seeking an experienced and driven Project Manager to lead and oversee mission-critical initiatives in support of the Defense Counterintelligence and Security Agency (DCSA). Job Location: Although this position is remote, the candidate needs to live in the Washington DC metro area. This position requires that the job be performed in the United States. What You Will Do: - Serve as the primary point of contact with DCSA leadership and the Contracting Officer’s Representative (COR), ensuring successful execution of all contract requirements and deliverables. - Lead day-to-day program operations, providing strategic direction, oversight, and coordination across cross-functional teams to meet mission objectives. - Manage program scope, schedule, budget, and performance metrics, proactively identifying and mitigating risks to ensure on-time, high-quality delivery. - Oversee staffing, workforce planning, and personnel performance to ensure appropriately cleared and qualified team members are aligned to mission needs. - Ensure compliance with federal regulations, DoW policies, security requirements, and contractual obligations, maintaining readiness for audits and reviews. - Prepare and deliver executive-level briefings, status reports, and performance updates to government stakeholders and corporate leadership. - Maintain a positive, results-oriented work environment by building partnerships with internal and external partners. - Manage budgets, prepare cost estimates, and track resources using financial management tools. - Actively communicate with clients to understand and define current needs and priorities. - Support a full range of business development activities from pipeline development, opportunity qualification, capture strategy, and writing proposals. What You Will Bring With You: - Proven experience managing complex federal or DoW programs (10+ years), with demonstrated success overseeing scope, schedule, budget, and performance in a mission-driven environment. - Bachelor’s degree in a Technical Field. - Candidate must have an active Top-Secret Clearance with the ability to obtain a TS/SCI - Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S. What We Would Like You To Bring With You: - Project Management Professional Certification - Master’s degree - 2 years’ experience working with DCSA - 5 years’ experience with working on/around cloud platforms in AWS. - Hands-on experience with Jira, Confluence, and Microsoft Project in an Agile/project management environment - Ability to self-organize, priorities and conduct research on multiple projects under tight deadlines in a fast-paced environment. - An ability to communicate and write clearly in English.
