The Cost Controls and Estimating Specialist at Hazel Valley Homes is responsible for supporting the planning and execution of project scopes by tracking, validating, and coordinating compliance across the construction lifecycle. Assigned at the POD level, this role works closely with Project Coordinators, Production teams, and the Cost Controls and Estimating Manager to ensure all documentation, scope approvals, and project milestones meet internal standards. This position plays a key role in pre-acquisition scope development, mid-project scope validation, and preparing projects for final rent-ready inspection. Responsibilities - Assist in developing and validating Scopes of Work prior to acquisition. - Ensure required documentation and permits are collected and filed before project kickoff. - Support mid-project scope adjustments and documentation alignment. - Coordinate with Compliance Inspectors to prepare for final rent-ready review. - Track compliance progress in Salesforce and ensure all records are accurate. - Escalate blockers and red flags to the Compliance Manager. - Contribute to process improvement through feedback and documentation updates. Description ICF partners with JBS International and the Children’s Bureau (CB) to support child welfare monitoring and improvement through the federal Child and Family Services Reviews (CFSR). CFSRs are designed to determine states’ compliance with Titles IV-B and IV-E of the Social Security Act, and to evaluate child welfare system performance and require states to make improvement in outcomes for children and families. We seek a Senior Child Welfare Specialist to work with federal staff to support all aspects of these monitoring strategies. This position will be assigned to federal Health and Human Services regional offices and will work collaboratively with the CB regional office staff and jurisdictional child welfare agencies in assigned states states to monitor state child welfare performance and achieve improvement goals. This is a full-time exempt position and is available immediately. The position requires home-based telework, with approximately 15-20% travel. Work hours will require occasional availability outside of traditional hours.
