As the Compliance Manager, you will work to mitigate risk and assure that Citizens businesses are in compliance with all applicable laws, regulations and policies. Your role will work to design, implement, maintain, and enhance internal controls to mitigate risk on a daily basis. You will identify, measure, and escalate compliance issues to the Compliance Sr Manager where appropriate. You will work with the other Compliance Officers to identify business needs, strategize, and develop standards and procedures to assure Citizens businesses are in compliance. Additionally, you will work to identify process improvement and opportunities for control enhancement. Primary responsibilities include - Coordinate and perform ongoing risk assessments and compliance reviews to assure compliance policies and risk controls are appropriate. - Identify any factors which may affect risk mitigation and compliance with applicable regulatory requirements. - Monitor strategies to assure operations are effective and identify any recommendations to support governance and mitigate risk. - Assure that issues that arise through compliance monitoring are promptly addressed and reviewed; inform all necessary parties of issues and implement solutions based on recommendations. - Anticipate any issues that may arise in the future and prepare appropriate deliverables. Conduct proper documentation of all compliance issues. - Establish expertise on the regulatory environment and remain up-to-date on practices aligning with compliance. - Monitor business processes to determine areas of improvement and facilitate changes. - Is responsible for working within Wealth Managements’ Compliance Department to ensure that the Inspection Program appropriately addresses the regulatory risks relative to the business lines activities - Performs field inspections of Wealth Advisors, Offices of Supervisory Jurisdiction, registered Bank personnel and Back Office Departments - Ensure timely reporting, responses and remediation of risk issues identified to Compliance and Business management - Provide reporting to the CCO/DCCO regarding inspection findings, planning, and other matters related to branch and Wealth Advisor activities. Qualifications, Education, Certifications and/or Other Professional Credentials - Bachelor’s Degree in Finance, Business or related discipline preferred - 5+ years of broker dealer compliance/investment advisory experience - FINRA Series 7, 24 - Strong understanding of examination principles and practices for the securities industry - Strong understanding of the rules, regulations and legal requirements of the SEC, FINRA and general state securities and insurance commissions - Knowledge of operational matters within a Retail B-D and Registered Investment Advisor - Experience working within a large, complex financial services organization - Strong working knowledge of the compliance risks associated with a banking institution as well as experience working in and/or building effective compliance programs - Experience reading and interpreting regulations, laws, and statutes - Should be able to work effectively with others at all levels across the organization and provide authoritative guidance to management and staff within the organization Hours & Work Schedule - Hours per Week: 40 - Work Schedule: M-f - Travel to Branch offices 50-70% – MA, RI, NH, CT, VT, NY, PA, DE, NJ, DC, MD, OH, MI, FL Pay Transparency The salary range for this position is $97,000 - $105,000 per year, plus an opportunity to earn an annual discretionary bonus. Actual pay is based on various factors including but not limited to the work location, and relevant skills and experience. The ideal candidate has sat on both sides of the table, they have worked inside a health plan/healthcare setting, and they have delivered consulting engagements to health plan clients, which gives them credibility with clients and the delivery skills the role requires. Core Requirements: - CMS Program Audit experience — direct engagement with ODAG, CDAG, FA, SNP-CC, or CPE protocols as an audit lead or senior consultant supporting plan-side audit defense - Compliance program design and assessment — ability to evaluate a plan's compliance program against OIG guidance and CMS expectations, identify material gaps, and develop a remediation roadmap - Managed Medicaid and ACA product awareness – ability to read and interpret regulatory guidance and apply to operational reality. - Medicaid Managed Care Audits – Ideally experienced in California Department of Health Care Services (DHCS) audits, and Service Level Agreement requirements for different states i.e. Indiana, Ohio, Tennessee. - Engagement economics — P&L awareness, budget management, staffing decisions, and scope management judgment - Executive communication — comfortable presenting to a plan's Chief Compliance Officer, Board Compliance Committee, or outside counsel - Proposal and business development contribution — prior experience contributing to RFP responses, SOW scoping, and client pitches - Deep understanding of CMS Part C & D annual calendar, key dates (new plan applications, service area expansions, model of care submissions, bid submissions, proposed/final rules), and SNP strategies; able to stimulate client thought and support through the comment submission process. - Knowledgeable in the Paperwork Reduction Act of 1995 (PRA) and CMS's process for bringing new documents (program audit protocols, data requests, surveys) to published, actionable states. - Must be legally authorized to work in the United States with the need for employer sponsorship, now or at any time in the future.
