Tender Manager

RELX

• Regularly scan published tender notifications and review identified opportunities with key business stakeholders. • Evaluate the tender requirements and coordinate opportunity qualification with the Legal and Sales teams. • Own and lead the tender-related procedures. • Assemble and manage all activities from submission, to response, through contract signature. • Manage timelines to ensure all deadlines are met. • Identify and manage risks. • Create high quality proposal text, and coordinate the inputs of other subject matter experts. • Manage proposal review process with relevant stakeholders. • Ensure submission deadlines are met. • Develop strong data capture and analysis, with clear reporting and tooling to identify and address trends. • Seek to continuously improve processes in order to a) reduce the turnaround in responding to tenders and b) to alleviate the burden of gathering all the necessary info, c) maximize efficiency. • Identify areas for process improvement. • Contribute to development of a bid-text library and champion re-use of standard bid text in proposals. • Participate as part of a fully integrated global team, sharing regional best practices and finding global consistencies.

Job Requirements

  • Have a Bachelor's degree or equivalent experience in Business-IT related areas
  • Knowledge of relevant experience in pre-sales and procurement tendering.
  • Experience in assembling and managing a cross-functional, international team.
  • Thorough knowledge of public sector procurement tendering rules and practices.
  • Knowledge of best practices and methodologies in bid/tender management.
  • Excellent project management and coordination skills.
  • Excellent end to end institutional knowledge to drive SME consensus.
  • Excellent communication.
  • Persuasive with strong negotiating and coordination skills.
  • Combining strong eye for details with a good holistic view.
  • Fluent in English and Polish, written and spoken.
  • Ability to work under pressure and to meet demanding deadlines, handing multiple tenders simultaneously.
  • Have a track record of excellent outcomes when providing support to users.
