BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. Position Summary BB&E is seeking a dynamic and detail-oriented Senior Cost Estimator to join our team, providing technical support in support of the Air Force Civil Engineer Center Work for Others Branch (AFCEC/CFSD) located at Joint Base San Antonio (JBSA)-Lackland, TX.  This position is a remote support position.   Job Duties & Responsibilities - Provide and utilize cost estimating software and hardware to draft itemized construction and design cost forecasts at a level of detail sufficient to aid in construction and design Contractor cost proposal analysis and establishment of Government negotiation positions. - Prepare cost analyses to clearly articulate project means and methods that support reasonable economy and efficiency with clearly defined productivity rates. Analyses shall align with acceptable industry practices/standards and the current marketplace. - Conduct continuous process improvement by assessing recent and relevant project data to improve the fidelity of cost projections. - Provide cost/technical analysis support of design and construction Contractor proposals. - Develop, maintain, utilize, and deliver to the Government an AFCEC/CFSD-specific database consisting of historical and current cost and pricing data. - Provide monthly reporting of activities and initiatives to include, but not be limited to, lessons learned, means and methods utilized, process analyses, industry trends, assessment results, training, and proposed initiatives for continuous process improvements.

Job Requirements

  • Key Qualifications
  • U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
  • Knowledge:
  • o   Sage Estimating Software
  • o   On Screen Takeoff experience
  • o   Experience preparing cost estimates for fuel tanks, Military Service Stations, and underground fuel piping, to include fuel control systems.
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
  • Software: Proficiency using MS Office software including Excel, Word, and PowerPoint.  Proficiency with cost estimating software
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
  • Experience & Education
  • Experience: A minimum of ten (10) years of estimating A&E and construction projects for DoD Facilities with at least 3 years’ experience related to design, construction, or maintenance of fuels or Petroleum, Oils, and Lubricants (POL) facilities.
  • Education: Bachelor’s degree in a relevant technical field from an accredited university is required.
  • Licenses/Certifications:  Association for the Advancement of Cost Engineering (AACE), Certified Estimating Professional (CEP), Certified Cost Professional (CCP), American Society of Professional Estimators (ASPE), Nationally Accredited certification, DoD Cost Engineer, or equivalent professional-level cost engineering certification is required.

  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
  • Capable of lifting up to 10 lbs.
  • Ability to see details of objects that are less than a few feet away
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
