Role Description BB&E is seeking a dynamic and detail-oriented Cost Engineer to join our team, providing engineer support for Air Force life-cycle cost engineering requirements/projects at the Air Force Civil Engineer Center (AFCEC), Operations Directorate (AFCEC/CO) located at Tyndall, AFB in Panama City, FL. Scope of work includes providing professional reviews, assessments, and offering expert opinions regarding cost estimate and cost engineering work to support AF base/installations. This position can be filled with qualified individuals who can telework who have the appropriate technical background requirements (KSAs shown below) and experience. - Provide technical reviews and assistance during the development, update and/or revisions of cost estimates, cost engineering and cost risk analysis work, models, studies and reports that use specialized software for determining project results/findings. - Assist in documenting program files, organizing files, and providing administrative support. - Estimated tasks include: - Providing professional reviews, assessments, updates and/or revisions of 70-80 cost estimates annually. - Performing consolidation of information from multiple studies for the development of 15-20 status reports annually. - Accomplishing 10-15 briefings annually. - Assist with preparation of training of 15-20 cost estimate training plans and courses. - Conduct one (1) to three (3) site visits annually; consolidate, document, and track 80-120 requests in CE DASH annually. Qualifications - U.S. Citizenship and the ability to obtain security clearance at the minimum level of “SECRET” is required. - Certifications: Professional Engineer License (PE) and Association for Advancement of Cost Engineering International (AACEi) Certified Cost Engineer is required. - Extensive knowledge of AACEI cost estimating methodologies, Government criteria, and industry standard technical requirements is required. - Must be familiar with all DoD and AF engineering policies/concepts. - Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences. - Software: Proficiency using MS Office software including Excel, Word, and PowerPoint. - Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously. Requirements - A minimum of 10 years’ experience with 5 years’ experience directly related to the development of construction project cost estimates. - Experience in modeling, analyzing and studying cost estimate work and cost & schedule risk analysis results is required. - A minimum of a Bachelor’s degree in Engineering; Masters in Business Administration (MBA) is preferred. Job Duties & Responsibilities - Provide technical engineering and Subject Matter Expert (SME) support. Conduct design reviews and make recommendations as to corrective action or approval. - Perform technical reviews of RFIs (potential changes, differing site conditions, etc.). Provide technical reviews of A&E and construction submittals. - Provide expert analysis and advice to Government Project Managers and stakeholders regarding A&E and construction Contractor deliverables to ensure compliance with DoD and industry standards, to include recommendation for approval or disapproval by the Government (e.g. designs, work plans, work classification, schedules, cost estimates, Contractor’s approach/methods, Contractor proposals, to include effectiveness and efficiency of technical approach, and analysis of proposed work/activity productivity) in their respective discipline/area of expertise. - Develop and present technical presentations, visual media, and/or training related to mission areas. - Travel to various Air Force bases on temporary duty, and possibly infrequent trips to HQ AFCEC for in-person meetings

Role Description BB&E is seeking a dynamic and detail-oriented Senior Administrative Services Manager / AI & Process Automation Coordinator to join our team, providing technical support in support of the Air Force Civil Engineer Center Strategic Design & Construction Branch (AFCEC/CFSD) located at Joint Base San Antonio (JBSA)-Lackland, TX. This position will support fulfilling the Department of War's directive to integrate AI at all levels. The ideal candidate will spearhead the development and implementation of AI-driven solutions to enhance efficiency, automate complex administrative tasks, and provide data-driven insights for an almost one billion dollar design and construction portfolio. This role will directly support client leadership's goals to reimagine workload processes and leverage GenAI.mil to meet mission objectives. This position is a remote support position. Job Duties & Responsibilities - Assist to spearhead an internal initiative to create and implement AI processes to improve the efficiency of all AFCEC/CFSD Branch operations. - Participate in the Quality Control (QC) of request for proposal (RFP) packages for new projects and contract modifications. - Assist with the collection of QC data to establish metrics and develop trends. - Lead the design and implementation of AI-powered Quality Control (QC) reviews for project packages by developing robust, comprehensive prompts for GenAI.mil. - Help design and build an automated data extraction and analysis pipeline for the AFCEC/CFSD Cost Database. - Serve as the team's subject matter expert on GenAI.mil, providing training and support. - Support the full lifecycle of contract and project management, ensuring data and document integrity for future AI analysis. - Perform data entry, reconciliation, and database maintenance. - Maintain electronic project files and coordinate with stakeholders. - Assist and participate in all AFCEC/CFSD continuous process improvement (CPI) endeavors. - Develop and implement an AI-driven solution to automate and optimize the Title II/DOR workflow. - Support contract and project-level acquisition, management, closeout, and evidentiary matter requirements. - Support data calls and incorporate efforts into database development and improvements. - Draft administrative support documents and assemble complete documentation required for design and construction acquisition and modification packages. - Notify stakeholders of issues identified with acquisition, funding, and project management requirements. - Coordinate funding requests by reconciling funds requested and received. - Maintain electronic files and file structures. - Develop, support, present, and provide recommendations for training. - Provide assistance to the Government in dispute resolution. This position is a remote support position. - Provide technical, analytical, and advisory support in the application of Artificial Intelligence (AI), data engineering, and digital engineering capabilities to augment Subject Matter Expert (SME) support across AFCEC/CFTP mission requirements. - Apply AI-enabled methods to enhance data collection, analysis, technical reviews, project delivery, and decision-making in support of facility design, construction, and programming activities across MILCON, FSRM, and UMMC programs. - Develop, prototype, implement, and maintain AI-enabled tools, applications, and automation solutions within approved Government systems and environments, including but not limited to CE DASH, DISDI, GeoBase, Kahua, and other authorized platforms. All AI-enabled services shall be performed in compliance with DoD, DAF, and AFCEC cybersecurity, data governance, and Responsible AI (RAI) policies. - Provide AI-Enabled CMIS Project Management Support. - Apply AI-enabled analytics to evaluate CMIS data for trends in cost, schedule, and performance. - Develop predictive models to identify project risks, delays, and cost growth. - Support integration of CMIS data with DISDI, GeoBase, and Kahua. - Develop automation tools to streamline workflows, reporting, and data validation. - Establish data standards to support AI-enabled CMIS operations. - Travel to various Air Force bases on temporary duty, as well as infrequent trips to HQ AFCEC for in-person meetings.
