Project Manager / Data Scientist

Role Description Le ou la chef(fe) de projet / data scientist intervient pour alimenter le processus de décision de la Dihal en produisant, exploitant et analysant des données relatives aux politiques d'hébergement et d'accès au logement des personnes sans domicile. Il ou elle propose un modèle d'exploitation des données existantes (en particulier sur la base SI SIAO) pour suivre l'activité des acteurs de terrain, évaluer la pertinence et la performance des actions de politique publique et améliorer la compréhension de la demande en hébergement. Il ou elle pourra notamment initier et piloter des projets d'évaluation en appliquant des méthodes quantitatives usuelles. Il/elle appuie également la mission numérique SI SIAO dans l'élaboration et la mise en oeuvre du volet « données » de la feuille de route. - Produire et contribuer à des commandes de différentes directions de la Dihal pour nourrir des analyses stratégiques sur le pilotage du secteur, l'observation sociale des publics, des dialogues stratégiques de gestion, pour le compte de la Dihal, et du cabinet ministériel. - Construire des argumentaires appuyés par la donnée pour nourrir le dialogue interministériel. - Soutenir l'activité des chef/fes de produit et chargés de déploiement de la mission numérique SI SIAO par la production d'indicateurs d'impact pour guider les décisions de la feuille de route. - Participer à la définition d'évolutions du SI SIAO visant la mise en qualité des données. - Produire et participer à la diffusion de guides et de rapports à visée communicationnelle dans des délais établis. - Assurer l'expertise et la mise à disposition des données sur certains domaines. - Contribuer au projet de construction de la plateforme « data » de la Dihal, lancée début 2026. - Contribuer aux travaux de dématérialisation des systèmes d'enquêtes, d'information, de référentiels, de procédures, du secteur. En complément, il/elle pourra être amené à s'exprimer lors d'évènements de la Dihal, accompagner des utilisateurs en services déconcentrés, ou en SIAO dans leur pilotage régional à l'aide des données du SI SIAO, et collaborer avec des organismes extérieurs dans le cadre de partenariat. Il/elle sera rattaché/e à la directrice de la mission numérique SI SIAO, au sein d'une équipe interne composée de chargés de relation utilisateurs, trois chefs de produit, un responsable du design, un chef de produit Data. L'équipe SI SIAO est rattachée au délégué interministériel et son adjoint, et est en relation avec les équipes métiers de la Dihal de manière transversale. La gouvernance du projet est élargie à d'autres acteurs du pôle ministériel, en particulier la Direction du numérique du MATTE qui pilote la maîtrise d'oeuvre du produit. Qualifications - Compétences techniques en analyse de données. - Qualités relationnelles indispensables. - Curiosité et envie de mieux comprendre les dynamiques du sans-abrisme. Requirements - Secret professionnel. - Qualités rédactionnelles et de synthèse, capacité d'analyse et d'exploitation des résultats. - Rigueur de l'analyse, organisation, planification et capacité de priorisation. - Travail individuel et en collaboration avec les équipes. - Autonomie et sens de l'initiative. - Bonne capacité relationnelle. - Bonne gestion du stress. - Représentation de l'Etat dans sa communication. Benefits - Maîtrise de SQL et Python pour l'extraction, la transformation et l'analyse de données. - Pratique de R et/ou fonctions avancées d'Excel peut constituer un atout. - Expérience indispensable en analyse de données dans un contexte similaire ou différent. - Connaissance appréciée des politiques de la sphère sociale/médico-sociale/logement, en particulier la politique de lutte contre le sans-abrisme et le Logement d'abord. - Connaissance de la sphère Etat et/ou du secteur associatif est un plus. They will have ownership for procedure development and maintenance of policies and controls.
