Role Description La commission interministérielle pour le logement des populations immigrées (CILPI) est placée sous la présidence du délégué interministériel pour l'hébergement et à l'accès au logement. Elle a pour mission de programmer, piloter, déployer et évaluer le plan de traitement des foyers de travailleurs migrants (PTFTM) et leur transformation en résidences sociales. Dans le contexte d'accélération du plan et de modernisation du parc, la CILPI contribue à l'amélioration durable des conditions de logement des publics précaires, à la sécurisation des montages économiques et à la cohérence de l'action interministérielle. Sous l'autorité de la déléguée générale de la CILPI, le/la chef(fe) de projet participe au pilotage stratégique et opérationnel du PTFTM. À ce titre, il/elle contribuera à l'accélération du plan et assure notamment : - La programmation nationale des opérations et le suivi de leur avancement ; - L'identification des risques des projets de transformation et l'élaboration de mesures correctrices à mettre en oeuvre ; - La consolidation des données de suivi et la préparation des bilans ; - La sécurisation des financements, en veillant à l'articulation des différentes sources mobilisables et en appuyant les montages complexes ; - Le portage des orientations du document-cadre de la CILPI au sein des comités de pilotage et des comités techniques ; - L'animation des relations avec les services déconcentrés, les collectivités territoriales, les bailleurs et les gestionnaires ; - La préparation et l'organisation des travaux de la commission ainsi que la rédaction de notes d'analyse et d'aide à la décision. Par ailleurs, le/la chef(fe) de projet contribue aux travaux conduits par la DIHAL sur les résidences sociales, en particulier sur leur modèle économique et leurs conditions d'exploitation. À ce titre, il/elle est notamment chargé(e) de : - Assurer le suivi et la gestion de l'aide à la gestion locative sociale (AGLS) ; - Analyser les équilibres d'exploitation des résidences sociales et contribuer à leur soutenabilité économique ; - Participer à la définition et à l'évaluation des prestations proposées, notamment en matière d'accompagnement social ; - Contribuer à l'élaboration et à l'expérimentation de montages innovants et à la diffusion des bonnes pratiques. Qualifications - Compétences techniques requises : politiques publiques ; secteur habitat et logement ; connaissance des acteurs publics, conduite de projet - Compétences transversales : pilotage de projets, esprit d'analyse et de synthèse, force de propositions, capacités rédactionnelles, aisance à l'oral - Compétences relationnelles : savoir travailler en équipe, capacité d'écoute et de dialogue, gestion des priorités - Profil recherché : Bonne connaissance des problématiques relatives aux politiques publiques, notamment dans les domaines de l'habitat et du logement.
