• Prepare and obtain of all manner of solicitations including RFQ, RFP, and RFI activities from prospective subcontractors and employing various techniques to analyze cost/price, technical capability, and financial viability. • Evaluation of Proposal/Quotation activities from prospective subcontractors and employing various techniques to analyze cost/price, technical capability, and financial viability. • Managing Supplier's critical path in support of key program milestones. • Monitoring and reporting cost, schedule and status of suppliers and recommends or implements corrective action as necessary. • Analyze quotations/proposals utilizing price/cost analysis techniques. • Review of Statements of Work and In-house estimates. • Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms). • Place Purchase Orders of high dollar levels and procurement complexity. • Perform risk analysis, and develop mitigation plans and solutions to problems. • Engage in significant interaction with Business EXIM, Legal, Sr. Leaders, Gate Reviews, internal and external stakeholders as well as program. • Travel to RTX and supplier facilities as deemed necessary. • Manages escalations and resolution of internal customer and/or supplier issues. • Drive the success for metrics, Late to Place, Late to Dock, Delinquent Material, etc.
Job Requirements
- Typically requires bachelor’s degree and 8 years of relevant experience OR an Advanced degree and 5 years of relevant experience in supply chain management or similar role.
- Experience with Federal Acquisition Regulations (FAR/DFARS).
- Experience in written contractual authorization/vehicles (Firm Fixed Price, Cost Plus, etc.).
- The ability to obtain and maintain a U.S. government issued security clearance is required.
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

ABOUT THE ROLE The Senior Manager, Supply Chain Strategy is responsible for leading optimization projects to solve cross-functional supply chain challenges. Projects range from short multi-week sprints impacting a small team to long-term global cross-functional projects impacting multiple departments (E.g., sourcing, manufacturing, middle mile, final mile, transportation, international).
