Role Description Le Secrétariat général des assemblées est, à titre principal, responsable du processus de validation et d'adoption des délibérations de la collectivité et rend exécutoires ses actes administratifs. Par sa position stratégique d'intermédiaire entre l'administration départementale, la direction générale et le Cabinet, il veille à la sécurisation des actes et dispose, par conséquent, d'une vision transversale de toutes les politiques publiques départementales. Celle-ci est renforcée par la consolidation du rapport d'activités des services relevant de ses missions de coordination. Il a en charge en outre la mise en œuvre des règles relatives au statut des élus départementaux. - 14 réunions du Bureau réunissant l’exécutif du Département. - 11 réunions de la commission permanente donnant lieu à l’adoption d’environ 850 délibérations. - 25 réunions de commissions internes pour les travaux de l’Assemblée départementale. - 5 réunions du Conseil départemental donnant lieu à l’adoption d’environ 100 délibérations par an. Le Secrétariat général des assemblées, dans le cadre de la cellule coordination qui lui est rattachée, prépare également les dossiers du Président du Département en vue de ses rencontres avec les partenaires du territoire, ce qui donne lieu à la préparation d’environ 400 dossiers par an. C’est afin de participer à ces missions de coordination que le Secrétariat général des assemblées est à la recherche d’un instructeur administratif et financier. Vous préparez les dossiers des audiences et des déplacements du Président ou de ses représentants sur le territoire de la Seine-Maritime (environ 400 dossiers par an). Pour cela, vous collectez les informations, les vérifiez et les synthétisez si nécessaire sous forme de notes. Vous apportez votre appui à la responsable de la cellule coordination en participant, si nécessaire, aux missions suivantes : - Élaboration des dossiers des réunions bilatérales (avec le Préfet par exemple) et des réunions des cinq départements normands (D5). - Préparation du Conseil départemental ou de la Commission permanente en effectuant la relecture et la mise en forme des fiches alerte qui accompagnent certains rapports. - Constitution des dossiers en amont des séances plénières du Conseil départemental pour le Président, le DGS et certains membres du Cabinet. - Consolidation du rapport d’activités des services.
